3. The panhandling problem will be solved in part by allowing artists and musicians to return to St. George Street and the Plaza de la Constitucion.
4. Please end the City's unconstitutional criminalization of street artists and musicians, which gives Our Nation's Oldest City a bad reputation for still being "the most lawless city in America," as it was described by Rev. Dr. Martin Luther King, Jr. in 1964.
