After beginning with a prayer, CONRAD lists his Proposed Goals are:
Economic Development
-- Thriving and Emerging Economic Opportunities
Financial Stewardship
-- Fiscally Sound and Financially Stable
Infrastructure
-- Prioritizing Today and Planning for Tomorrow
Customer Service
-- Putting People First
World Class Living
-- The Place to Live, Work and Play

The proposed goals are said to be based on discussions with Commissioners.
The proposed goals are actually fungible buzzwords or slogans, not goals at all.
If you set goals, you must ask, "how is performance measured?"
If goals can't be measured, they're just precatory..
The proposed goals do not include:
- Equity
- Equality
- Environmental Justice
- Environmental protection
- Lobbyist disclosure
- Historic preservation
- Transparency
- Public participation
- Sunshine and Open Records
- Extirpating discrimination and corruption in a beautiful place ("God's country,") one that the Rev. Dr. Marrtin Luther King, Jr. once called "the most lawless" in America.
Wonder why?
Dull Republicans duked in unqualified, secretive HUNTER SINCLA(R CONRAD into the job in violation of the Sunshine law, without a national search, without posting or advertising of any kind. CONRAD never disclosed to Commissioners his status as a recipient of campaign contributions that a Chicago federal grand jury alleges was intended as a bribe from PENN CREDIT CORP.
They do not invite a process for citizens to participate,
Compare the City of St. Augustine, whose visioning process invited public attendance at visioning meetings -- they reflected community consensus.
In sharp and marked contrast, our County Commission -- all-white, all-male, all Republican County Commissioners --- hired an other-directed County Administrator who was not qualified for the job. Commissioners hired a boy to do a man's job. Upon being hired, CONRAD joined the Air Force Reserves, as if to burnish his record to run. for Congress.,
These goals reflect an unenlightened local government, one "frozen in the ice of its own indifference," in FDR's words, quoting Dante.
