Governor DeSANTIS: Suspend AWOL St. Johns County Anastasia Mosquito Control Commissioner CATHERINE BRANDHORST. Now.




I just wrote Florida Governor RONALD DION DeSANTIS, again, asking about the status of his Executive Order for removal of AWOL Anastasia Mosquito Control District COMMISSIONER CATHERINE BRANDHORST. 

BRANDHORST draws $500/month for not attending meetings. 

On July 28 -- 71 days ago -- AMCD asked that she be suspended. 

Governor DeSANTIS's office apparently "lost" the July 28, 2022 letter from AMCD's lawyer.  

Here's the evidence of Governor DeSANTIS's neglect of duty where waste, fraud, abuse, misfeasance, malfeasance, nonfeasance are concerned in St. Johns County.

1. Some seventy-one (71) days ago -- two (2) months and ten (10) days ago -- our Anastasia Mosquito Control District of St. Johns County voted and wrote and asked you to remove AWOL Commissioner CATHERERINE BRANDHORST.  Ms. BRANDHORST does not attend meetings.  Ms. BRANDHORST draws $500/month for not doing her job.  Ms. BRANDHORST has ignored and flouted AMCD's concerns about her not attending meetings.
2. You did not respond to the urgent July 28, 2022 letter (enclosed) from AMCD lawyer Wayne E. Flowers of the law firm Lewis, Longman & Walker. Why not, Governor?
3. Your office appears to have "lost" the correspondence.  See below.  Why and how, Governor?
4. Would you now please be so kind as to respond to AMCD, and respond to my records request No. 2022-163 by close of business today?
5. We have a Right to Know.  It's our money.  These are our documents.  See F.S. 119 and Article I, Section 24 of our Florida Constitution.
6. Some 3.8 million Florida voters (83%) voted to enact Article I, Section 24 of our Florida Constitution in 1992.
7. Kindly do your job.  Please remove Ms. BRANDHORST today, pursuant to your authority to suspend malfeasant local officials.
8. Please send me your Executive Order removing Ms. BRANDHORST, immediately upon your signing it today.

 Good morning! I hope you are staying safe!
I am sending our Attorney's letter requesting Commissioner Brandhorst be suspended as a Commissioner at Anastasia Mosquito Control in St. Johns County, Fla.

Since the original letter was written she has missed both the regular monthly meeting in September and the first public budget meeting. She could have called in. Mrs. Brandhorst contacted the Director stating she had had a stroke and was hospitalized for 24 hours. She also contacted our Attorney and stated if she was not at the meeting 9/15 it was because she was having g surgery due to a 90%
blockage in her carotid artery. The interesting thing is she was seen having dinner at Sonny’s BBQ 2.5 miles from our headquarters. During and after the meetings. In addition she was driving her car. As if this date we have not heard from her. In my humble opinion, no elected official should be able to continue to receive their pay when they are not representing the residents that elected them.
I hope you will also contact Governor DeSantis in support of this suspension. Our Board has had several discussions on this subject and as difficult this decision was, we believe it is in the best interest of the taxpayers.

Mr. Newman: My firm serves as legal counsel to the Anastasia Mosquito Control District (AMCD), the independent special district providing mosquito control services to all of St. Johns County, Florida. On July 28, 2022, at the direction of the Board of Commissioners of the AMCD, I sent the attached letter to the Governor, requesting that the Governor suspend one of the elected Commissioners of the AMCD for the reasons expressed in the letter, which the Board believes to constitute neglect of duty. In retrospect, I probably should have directed the letter to your office to insure that it was placed into the right hands for consideration and/or response. I have not received any reply to the letter, so the Board requested that I follow up to see if the Governor has given any consideration to the Board’s request. I realize that both you and the Governor have many pressing issues, especially this week with the impending arrival of Hurricane Ian, however, I would ask that when you have the opportunity, that you please advise me whether the letter is being processed by the Governor’s office and/or if there is someone specific I should contact to make aware of the AMCD Board’s request. Thank you in advance for your help.

3. Who is responsible for this delay and desuetude in the Governor's office?  What do the records in the Governor's mailroom and executive offices show?  Please send them today. 
4. Please send all Executive Officer of the Governor or other documents investigating AMCD's concerns (or losing them, as the case may be).
5. It's our money.  
6. Please have a Chief Inspector General Special Agent investigate today this delay and desuetude.
