Monica Cepero Joins PBS&J as Manager of Strategic
Positioning and Public Affairs for Florida
Miami, FL – Monica M. Cepero has joined PBS&J as manager of strategic positioning and public affairs for the state of Florida. She brings to the firm extensive knowledge and experience in local and state governments, as well as sound insight into policymaking. She will be responsible for monitoring the development of new state policies, implementation of state and local public relations and marketing programs, expansion of the company’s state and local presence, and strengthening of PBS&J’s community image.
Prior to joining PBS&J, Cepero was a member of Governor Jeb Bush’s Executive Office team for seven years. Most recently, she served as policy coordinator to the Governor. She was a registered lobbyist on behalf of the Governor and was responsible for development, passage, and oversight of the Governor’s environmental and agricultural policy and budget initiatives with an annual budget total of more than $6.5 billion and 12,800 personnel.
Before assuming that position, she served as chief policy analyst and led tax policy development. She was a liaison between the Governor, elected officials, federal, state, and local agencies, specialized private industries, and the public. She was responsible for creating and championing policies related to state fees, state designations, local bills, and claims bills. She also served as the Governor’s lead representative for three major initiatives during the 2006 legislative session including the successful passage of the Florida Energy Technologies and Energy Efficiency Act; the Babcock Preservation Act, which preserved nearly 74,000 acres of land; and the Northwest Environmental Resource Permitting program legislation, which expanded protection for the Florida panhandle wetlands. She also played a key role in the creation of the Water Protection and Sustainability Program during the 2005 legislative session and in the Comprehensive Statewide Workers’ Compensation Reform during the 2003 legislative session.
From 1992–2000, Cepero served the City of Tallahassee in the City Manager’s Office and the Office of Management and Budget. During that period, she focused on coordinating and developing citywide fiscal, strategic planning, and policy efforts for each of the 25 municipal line departments.
Cepero received a master of public administration degree, specializing in local government administration, and a bachelor of science degree in international affairs, with minors in business administration and political science, both from Florida State University.
