Mr. MICA. Madam Speaker, I rise in support of H.R. 5658, which
provides funds for the Gateway System. I am requesting funding in the
FY09 Defense Authorization bill, Navy Procurement account for the
Gateway System manufactured by Ocean Design, Inc., located at 1026
North Williamson Boulevard in Daytona Beach, Florida 32114.
The $3 million authorized in the Navy's Procurement budget is to
provide funding to the Navy for the purchase of the Gateway System that
has been under development by the Navy to provide a fixed surveillance
system in meeting the Nation's Maritime Domain Awareness security
requirements. This is the first year procurement money will be used to
fund this project. There will be no cost share, as this project will
benefit the United States Navy.
The U.S. Navy has a requirement to defend the maritime approaches to
the United States and monitor the littorals as articulated in the
Navy's 2006 National Strategy for Maritime Security. The Gateway System
is an open architecture system that allowed for sensors to be connected
covertly to monitor activity on the ocean floor, from the ocean floor
to the surface of the water, and above the water to provide awareness
of all activity to counter mines, submarines, water traffic, and
terrorism that may pose a threat to the fleet and to the United States.
