City of St. Augustine Violating Americans with Disabilities Act (ADA) by requiring 7 days notice for reasonable accommodation?

City of St. Augustine meeting agendas are posted only the Friday before the Monday night meeting -- three (3) days in advance.
So if one is a person with disabilities, one must be clairvoyant, requesting a reasonable accommodation seven (7) days in advance, or four (4) days before the agenda is posted.
What mossbacks our City Manager WILLIAM B. HARRISS and Mayor JOSEPH LEROY BOLES, JR. empower -- First Amendment violating, ADA-violating energumen!
See below for actual excerpt from actual City Commission meeting agenda notice.
These are the most lugubrious goobers ever to make a chair squeak -- I wouldn't trust them in an outhouse with a muzzle on.
What do you reckon!
