How Much Has Our St. Johns County Sheriff's Office Spent on Uniforms (With or Without Competitive Bidding) Since the Year 2000?

Dear Commissioners:
1. So does SJCSO staff think as little about the public's right to know as Sheriff David Shoar does about the St. Augustine Record and you five Commissioners, to whom he referred to as "the five princes" on the McClure-Shoar FBI tape.
2. Can someone at the SJCBCC kindly try to raise the Sheriff's consciousness, or try to answer our question about purchases of uniforms (with or without competitive bidding), without trying to bill us $150 in retaliation for First Amendment protected activity? http://cleanupcityofstaugustine.blogspot.com/2009/12/ponte-vedra-recorder-manuel-lawyer_18.html
3. In more than 35 years since starting my first government job (working for Senator Ted Kennedy as a freshman and sophomore at Georgetown U.), I've seldom seen a more egregious case of government foot-dragging and obstructionism on answering a simple question.
4. Perhaps if one of you five Commissioners (a/k/a "the five princes" referred to by Sheriff Shoar in the McClure-Shoar tape) requested the records be brought to the SJCBCC office by 1 PM, we might get the answer later today -- I have been waiting since Decenber 17, fully eleven (11) days.

My dear Mr. Mulligan:
1. Let me get this straight -- I asked you a simple question about uniform purchases and competitive bidding (last week).
2. SJCSO dragged its heels.
3. SJCSO charges nothing to some requesters.
4. SJCSO now wants to charge me $150? Who decided? $150 for what, exactly?
5. This is, at best, facetious and invidiously discriminatory -- retaliation for First Amendment protected activity in disclosing the McClure-Shoar FBI transcript on www.cleanupcityofstaugustine.blogspot.com, as reported in the Ponte Vedra Recorder. Please have Sheriff David Shoar call me on 829-3877 if this is his intention. Otherwise, please answer my question without further delays or obstructionism.
6. If you persist in this attempt to charge me to answer a simple question, please send me all documents (including time sheets and calculations) supporting the claim that SJCSO took 32 hours to perform simple addition and the reasons for this amount of time being invested to answer a simple question a fourth grader might answer more swiftly.
7. Kindly reconsider this effort to place a "tax on knowledge" about the Sheriff's purchase of uniforms, including those that may have been purchased from J.R. UNIFORMS and/or MICHAEL GOLD f/k/a MICHAEL TOBIN, his 2004 campaign manager, with our without competitive bidding.
