Letter to Winter Park (Florida) Police Chief Brett Brailey re: D'ANNE LEIGH MICA DUI Case Prosecution

Dear Chief Brailey:
Will Winter Park prosecute D’ANNE LEIGH MICA for the DUI for which she was arrested by Maitland Police outside their jurisdiction?
I have read the Maitland officer’s report and the recent articles about the case.
It appears that Winter Park PD still has jurisdiction and is empowered to file a charge based upon what she did in Winter Park at around 3:00 AM on the morning of January 8, 2010. The Maitland officer's testimony and the videotape would be irrefragable evidence.
