2. Perhaps our beloved City of St. Augustine can't be run quite "like a business," but it MUST behave as a government (not as a despotic kleptocracy), from today forward.
3. Transparency is the mandate of the people of our City.
4. Please respond in writing to this rulemaking request within 48 hours.
