Dow Museum May Have Right of Reverter?
PZB member Deltra Long April 7 got the City Attorney to research whether there is a right of reverter associated with the Dow Museum of Historic Homes, purchased by speculator DAVID BARTON CORNEAL last year, and praised by City Manager JOHN PATRICK REGAN, P.E., "thrilled" -- that's what he told First Coast News -- "thrilled" by the privatization of our Dow Museum of Historic Homes. The PUD application was postponed yet again, over protests of residents concerned that CORNEAL is working on the buildings, wondering whether he is turning them into hotel suites. Several board members have toured the work, ex parte, and stated it looked to them like only structural work. Still, with some $600,000 in building permits being pulled, is CORNEAL trying to present the City with a fait accompli? Residents are right to be skeptical, based on MARK KNIGHT's history, and DAVID BARTON CORNEAL's history (waiver of $14,000 archaeological excavation fee under false pretenses he was not aware of it, when he paid one for his million dollar mansion on the Bayfront).
