No Inspector General at City of St. Augustine or St. Johns County. Wonder Why?

One official told me it would not be "friendly" to have an Inspector General and that this is a "small town."
So here we sit, with a $50 million plus City budget and a half-billion dollar county budget, with waste, fraud, abuse, misfeasance, malfeasance, nonfeasance, flummery, dupery, chicanery, coverups, incompetence, no-bid contracts, racism, sexism and homophobia.
To whom do you complain?
