Faction President Claims "Hundreds of Documented Complaints" About Free Speech at Pier Park -- Where are They?

In Federalist 10, James Madison warned about "factions" -- special interest groups, political parties, political action committees. One major faction in our town is the St. Augustine Beach Civic Association, which tore up a sign, made false charges and assaulted people for engaging in First Amendment protected activity. St. Johns County Sheriff's Office employee WILLIAM JONES, SABCA's President, told County Commissioners yesterday that there were "hundreds of documented complaints" about First Amendment protected activity, including politicians campaigning for office. Where are they? Waiting for a response to the oleaginous JONES, the cat's paw for Mayor ANDREA SAMUELS.

UPDATE:

No response from Mr. Jones.  Will he resign?

Dear Mayor Samuels and Mr. Jones:
1. By your continuing silence and your lack of any substantive response to my Open Records Request No. 2015-267, I conclude there are no responsive records.
2. Thus,  I must empirically assume that St. Augustine Beach Civic Association President Mr. William Jones' August 4, 2015 statements to County Commission about SABCA having "hundreds of documented complaints" about politicians campaigning and other First Amendment protected activity were untrue when made.   
3. This is similar to materially false and misleading testimony resembling that which he provided to City Commission on August [3].
4.  False statements about "hundreds of documented complaints" by the President of SABCA, a TDC fund recipient, to St. Johns County Commission are serious matters under both Florida and federal law.
5. Mr. Jones' false statements about "hundreds of documented complaints" reflect, at best, in Sir Winston Spencer Churchill's words, "terminological inexactitude," of which he might ungrammatically say, this is "something up with which we should not have to put."  
6. Therefore, I now assume Mr. Jones' misstatements are inoperative," as President Richard Milhous Nixon's loyal PR man, Ronald Lewis Ziegler once said during Watergate.  
7. Will Mr. Jones now express remorse and apologize publicly?  Will Mr. Jones now recant false statements, in writing, to both the St. Augustine Beach City Commission and the St. Johns County Commission, so as to avoid possible criminal prosecution? F.S. 837.07
8. Will SABCA now sincerely apologize to every single one of the citizens whose rights it violated by making false police reports?  If not, is it prepared for 42 U.S.C. 1983 litigation?
9. Like President Nixon, will SABCA President William Jones resign?  Now?
10. Mr. Jones' false  statements undermine the credibility of SABCA as a TDC grantee in every other respect, including its claim to be an eleemosynary institution rather than a smug political club that sponsors concerts and a farmer's market, with invidious discrimination in membership selection and without audits, transparency, accountability, while habitually violating constitutional rights under "color of law," including the now-removed "free speech area" sign.  42 U.S.C. 1983.

3. Were you ever told by SJSO Internal Affairs to stop wearing SJSO shirts and ID at events?
4. Is the photo above of you at a SABCA/BGH event last week at Flagler College, with Mayor Shaver and Mayor Samuels?
5 . Why do you continue to wear your SJSO shirt and ID at events?
6. Are you aware that this could subject SJSO and SJC to liability under 42 U.S.C. 1983 and state law for civil rights violations and tortious actions on your part?
