- Todd Neville First and foremost, we can improve our governance at the commission level. City management needs to be given clear policy objectives, strategy and goals. Those need to be tied to a budget and then management needs to have metrics set on their personal performance tied to the City's policies and budget.
We need to see budget to actual financials on a monthly basis and how proposed interim projects fit into that budget. - Todd Neville We talk about project costs in commission meetings with no point of reference (just $60k for an engineering study or $85k visioning).

- Todd Neville Yes, that's why I said John specifically. Ultimately, we need to give him clear objectives and get out of the way.
- Todd Neville The metrics need to be set for the City during the budget process. The budget is a financial image of our priorities.
The metrics I have in mind are combinition of financial, infrastructure based and community responsiveness.
Examples:
Capital spend vs depreciation
Days cash on hand
Debt service coverage
Police and fire response times
Infrastructure complaints

- Todd Neville It depends on the finalized goals and budget that are set each year. Until those are finalized, it's ineffective to set specifics of how our CM is evaluated. It would be unfair to him and unproductive for the City.
