Misguided St. Johns County Administrator JUNYAO ANDREWS has advanced a proposed a "legislative action plan" that is not legislative, does not involve action, and is not a plan.
There was only 59 words in the backup material for St. Johns County Commission Agenda Item 1 at the October 21, 2025 St. Johns County Commission meeting.

UPDATE, 8:50 AM Mere moments before the meeting started, staff handed out copies of a short putative "plan," lacking the name of an author.

1. Item 1 on our proposed SJC Board of County Commissioners Agenda for October 21, 2025, is our County's proposed Legislative Action Plan. The plan is NOT on the website. Why? Please correct this error at once.
2. Please add repeal of SB 180.
3. Please restore previously omitted items from prior years, including amending Florida's False Claims Act to protect cities, counties and special taxing distracts.
4. Please add items to require lobbyist registration, whistleblower worker rights protection and free speech protection for all local governments.

6. The backup to item 1 includes NO plan. It merely states: "The 2026 Legislative Action Plan (LAP) identifies the County’s priority projects and initiatives for the upcoming legislative session. The plan (sic) serves as a framework for seeking financial resources and policy support from our State and Federal representatives. Once adopted by the Board, the
Legislative Action Plan is subsequently presented to the County’s Legislative Delegation, the public, and other public agencies for their consideration." 59 words. That's all, folks!
7. As Admiral Hyman Rickover once asked a recent U.S. Naval Academy graduate, Jimmy Carter, "Why not the best?" We expect better work. It's our money. It's our County. It's our democracy.
