"Promotion from within? Or Merit-based hiring decisions?

Commissioner Todd Neville wants to favor "promotion from within" for the  next City Manager.

No way.

We need a national search, not more good-ole-boy promotion of the next egotist in line.

The history of the City of St. Augustine is replete with waste, fraud, abuse, misfeasance,  malfeasance, nonfeasance, flummery, dupery, nincompoopery, pollution, favoritism, racism, sexism and no-bid contracts.  "Promoting from within" perpetuates the scheme.
