By City Commission vote of 4-1, Mayor Nancy Shaver dissenting, politically favored Mummy Cat Productions was given a retroactive license, without fee, to make money from the City's own understated "Journey -- 450 Years of African-American History" film by television syndication. "The City came to us," the vendor admits. This was a Dana Ste. Claire/Joe Boles scheme for their pals at Mummy Cat Productions -- a sweetheart contract.
