Dear Ms Freeman, Messrs. Weeks and Regan and Mayor Shaver, Vice Mayor Horvath, Commissioners Neville, and Sikes-Kline, et al:
1. At least three (3) of five (5) St. Augustine, Florida City Commissioners are members of the St. Augustine Sister Cities Association, Inc., created and working for the City of St. Augustine. Commissioner Leanna Freeman is our City's representative to SASCA and has travelled to Spain as part of all-white SASCA delegations.
2. At least some matters discussed at St. Augustine Sister Cities Association, Inc. meetings are likely to come up at Commission meetings, including City funding and staff support. In past years, the Chair of SASCA, former Mayor CLAUDE LEONARD WEEKS, Jr. a/k/a "LEN WEEKS," has been referred to in City meetings as our City's "Ambassador."
3. No Sunshine notice is ever provided of St. Augustine Sister Cities Association, Inc. meetings by either the City of St. Augustine or SASCA.
4. This secrecy appears to violate our Florida Sunshine law, F.S. 286, and Article I, Section 24 of our Florida Constitution.
5. St. Augustine Sister Cities Association, Inc. meetings are held at a local restaurant.
6. St. Augustine Sister Cities Association, Inc. meeting attendees are charged $25 for lunch to attend meetings.
7. This secrecy appears to violate both our Florida Sunshine law, F.S. 286, and Article I, Section 24 of our Florida Constitution.
8. St. Augustine SIster Cities Association, Inc. delegations to Aviles, Spain did not include any African-Americans. Delegations to other cities may also have been all-white. Why?
9. This is so wrong: it makes us all look racist, and it potentially exposes our Nation's Oldest City to civil rights liability under the Fourteenth Amendment, Title VI of the 1964 Civil Rights Act and 42 U.S.C. 1983. Every time we send an all-white delegation from SASCA, we embarrass our City, amounting to an international incident.
10. Please accept your legal duty to desegregate this all-white SASCA group, which exists under City auspices. Failure to respond may result in federal civil rights investigations and enforcement actions, risking a potential cutoff of all federal funds pursuant to Title VI of the 1964 Civil Rights Act.
11. On June 11, 1964, the Rev. Dr. Martin Luther King, Jr. called St. Augustine "the most lawless city in America." The fact that our City has no African-American participation in its St. Augustine Sister Cities Association, Inc. shows that urgent action is required. Now.
12. Please cease and desist from holding or permitting any future St. Augustine SIster Cities Association, Inc. meetings without Sunshine notice.
13. Please stop holding St. Augustine Sister Cities Association, Inc. meetings in a local restaurant where admission is charged.
14. Please open St. Augustine Sister Cities Association, Inc. recruiting to all.
15. Please stop excluding African-Americans from our St. Augustine Sister Cities Association, Inc. delegations.
16. Please provide proper Sunshine notice of all future St. Augustine Sister Cities Association, Inc. meetings.
17. Please provide St. Augustine Sister Cities Association, Inc. documents pursuant to the Open Records law (see my Requests Nos. 408-412).
18. Kindly hold all future St. Augustine Sister Cities Association, Inc. meetings in City Hall.
19. Please start to embrace diversity in recruiting St. Augustine Sister Cities Association, Inc. members, from this day forward.
20. Will you please tell me tomorrow, and announce publicly, the time and place of our next St. Augustine Sister Cities Association, Inc. meetings so that concerned citizens may attend?
21. Commissioner Freeman, our City's longtime representative to SASCA: will you kindly call me to arrange a meeting later this week where you, Mr. Regan, Mr. Weeks, et al., so we might discuss the urgency of our desegregating SASCA and making it fully inclusive of the diversity of our town?
22. Let's work together to prevent any further international incidents, stop possible civil and criminal lawbreaking and end the continuing embarrassments to our City.
