ALLEGED CLERK-BRIBING DEBT COLLECTOR DONALD DONAGHER, JR. SENTENCED TO PRISON, FINE



United States District Court Judge John Zihun Lee has sentenced bribe-paying Clerk of Courts contractor DONALD DONAGHER, JR. to three months in federal prison and a $30,100 fine for Count  4 (conversion of property) in a six-count federal intonement for bribery of Illinois and Florida state officials.  The indictment was handed up by a federal grand jury in Chicago in 2019.  DONAGHER pled guilty in 2020.

Judge Lee dismissed several counts involving bribery of Florida court clerks, including HUNTER SINCLAIR CONRAD (Clerk E in the indictment, DONAGHER was alleged to have given $8000 campaign contribution, "intended as a bribe"), on the basis that the indictment did not detail enough qui pro quo.  

In the wake of the firing of County Administrator MICHAEL DAVID WANCHICK, with no search or background investigation, HUNTER CONRAD was named  St. Johns County Administrator, duked into the job on November, 19, 2019 (temporarily) and again on January 21, 2020 and February 4, 2020, by all five incurious all-Republican Commissioners in office at the time -- Messrs. BLOCKER, SMITH, DEAN, JOHNS and WALDRON.

Was someone in a hurry to give CONRAD a sinecure without another election?  Was the urgency of firing WANCHICK and hiring CONRAD to keep corruption from being an issue in 2020?  CONRAD was hired illegally, without compliance with civil rights laws -- no posting, no advertising, no advance public notice of the November 19, 2019 firing and hiring decisions.  How convenient.  The Establishment protected CONRAD, before the people of St. Johns County learned of the indictment, which GANNETT  failed to share with its St. Johns County readers, even though other Chain Gang Journalism newspapers owned by GANNETT published the news!  (I broke the story of the indictment on this blog,  a year after CONRAD's unethical hiring by St. Johns County Commission.

The statement of reasons for the sentence is not on the federal court website, PACER. Query: has CONAGHER agreed to testify against alleged bribe-takers? Part of his guiltt olea?

Judge Lee has been nominated for a seat on the United States Court of Appeals for the Seventh Circuit,

This Order memorializes the required findings under CARES Act § 15002(b)(2)(A), Pub. L. No. 116-136,134 Stat. 281. By order dated June 21, 2021, the Chief Judge found that change of plea hearings cannot be conducted in person in this district without seriously jeopardizing public health and safety. Under Section 15002(b)(2)(A), the Court finds that further delay of this hearing would cause serious harm to the interests of justice. Defendant was informed of his rights. Defendant waives formal reading of the indictment and enters a guilty plea as to the four of the indictment. The cause is referred to the probation office for the preparation of a pre-sentence investigation report. Defendant's sentencing memorandum and objections to the report are to be filed by 1/7/22 and the government's response by 1/14/22. Sentencing is set for 1/21/22 at 11:00 a.m. In the event that the government is seeking an order of forfeiture in this matter, a motion for entry of a preliminary order of forfeiture should be filed by 12/20/21.
