Read Dr. Dwight Hines' humorous e-mail (below) 2006 letter to the editor about the City of St. Augustine's massive resistance. It was Dr. Hines whom CIty Assistant City Manager TIMOTHY BURCHFIELD (K-Elkton) said there "were no documents" leading JOSEPH LESTER BOLES, JR. and SUSAN BURK, both then lawyers and commissioners, to call his lawsuit "Frivolous" and to seek sanctions without having read that lawsuit. The City produced through attorney Sidney Ansbacher some forty-five (45) pounds of documents the city said "do not exist." The City paid Dr. Hines' legal fees and expenses, having falsely represented that there were no responsive documents. In moving to seek sanctions on a complaint they had not read, BOLES said he wanted people raising open records concerns and suing about them to "pay the piper."
The piper is "We, the People," and in the words of James Madison, "Here, the people rule."
