Could you please draft an ordinance that would provide for spot-check examinations of horses working in the carriage industry, with a part-time contract city veterinarian to provide the professional services?
This would address squarely animal rights concerns and make us all proud.
It would prevent possible civil liability for negligent supervision or inspection, and it would avoid reliance on businesses to self-regulate. It would reflect positively on our City as a Compassionate City.
We have a city archaeologist and a city arborist. They help protect our trees and our history.
We need a city veterinarian. She will protect our carriage horses, horse and public safety and our City's international reputation.
