Alcohol sales next to children's circus tent at St. Augustine Amphitheater

I've written our St. Johns County Commissioners, two State's Attorneys, the Florida Department of Business and Professional Regulation and our St. Augustine Police about a public nuisance -- alcohol sales next to a children's circus tent, on state property leased to St. Johns County for the St. Augustine Amphitheater, with all-cash sales of mixed alcoholic beverages from a mobile trailer with an expired Palm Beach County tag.  Here's a photo of an alcohol sales trailer from the website of the St. Johns County contractors, PROFESSIONAL CONCESSIONS, INC.:


Notice the sign, stating "DRINK LIKE A FISH! PUB."

The website of the U.S. Patent and Trademark Organization (USPTO) reveals that this slogan has an abandoned trademark, minus the exclamation point, for non-alcoholic beverages:

Dear Chief Fox, State's Attorneys Larizza and Aronberg, Ms. Lopez and Ms. Galambos, Messrs. Treadwell, McCormack, Conrad, Regan, Birchim Cary, and Manieri, County Commission Chairman Smith, Vice Chairman Blocker, and Commissioners Dean, Johns and Waldron:

Pursuant to Article I, Section 24 of our Florida Constitution, F.S. 119, 119.0701, please be so kind as send me by PDF on December 23, 2019:
1. The PROFESSIONAL CONCESSIONS, INC. (PCI) St. Johns County contracts; and
2. Any permit or contract clause, amendment, novation, work order, direction, e-mail, policy, procedure, legal opinion or other colorable legal basis for PCI to sell for cash only mixed alcoholic drinks, inside the city limits of St. Augustine, on state property leased to St. Johns County, immediately adjoining a children's circus, in the parking lot at our St. Augustine Amphitheater, from a mobile trailer bearing an expired Palm Beach County tag.
3. Any work rule, law or county policy allowing PCI employees, unadorned by name tages to sell alcohol from a mobile trailer, not bearing any visible liquor license.
4. Any proof of license(s) for the mobile liquor business adjoining a children's circus tent today.
5. Any proof of background investigations of PCI employees currently selling alcohol from a mobile trailer today adjoining a children's circus tent.
6. PCI records and reports on proceeds from all all-cash sales.
7. State, county and city code, electrical and sanitation inspections of the mobile alcohol sales trailer bearing an expired Palm Beach County tag selling alcohol adjoining a children's circus tent.
8. Reports of police or DBPR interactions or investigations of sales of alcohol from a mobile trailer adjoining a children's circus tent, including complaints by local citizens and the circus and its managers, owners, employees, PR persons and lawyers.
