St. Augustine City Hall still has no compliance manual. After dumping a landfill in a lake, emitting sewage effluent in our saltwater marsh and repeatedly found liable for First Amendment rights, there's still no compliance manual, something I've been asking about for years. Wonder why? No comment from anyone at City Hall. None. Wonder why?
