BOARD DUCKS CONSTRUCTION CONTRACT MEDIATION

Earlier today, I asked the St. Johns County School Superintendent if he would agree to mediation of my pending Open Records requests on construction contracting and possible bidrigging.

The condescending response quickly came from conflicted, maladroit outside counsel, FRANK D. UPCHURCH, III, scion of a segregationists' corporate law firm family in St. Augustine.

Here's his reply and my response:
