Now that HARRISS is retiring, the City of St. Augustine must conduct a national search for a new City Manager. The days of promoting the next "hey-boy" in line are over. To comply with EEO laws, there must be a national search, or EEOC will be all over the City of St. Augustine like a chicken on a junebug. What do you reckon?
