AMCD's No-Bid Lobbying Contract Went to International Firm Owned by Venture Capttl Firm

The Anastasia Mosquito Control District of St. Johns County (AMCD) just hired an international lobbying firm that is majority owned by a venture capital firm.
They did so without either competitive bids or quotes and without even bothering to show up at a meeting to make a presentation or answer public questions.
The vote wss 3-2, Commissioners Jeanne Moeller and John Sundeman dissenting.
Among the clients of DUTKO, POOLE& McKINLEY, majority-owned by a venture capital firm, are Cash America International (usurers charging APR of nearly 300% on payday loans); Civil Justice Reform Group (tortfeasor lobby); Comcast (cable monopoly); Florida Funeral Directors Association (cartel); Florida Power & Light Company (power monopoly); General Motors Company (makers of defective automobiles that immolate passengers); St. Joe Company (developer); Sunbelt Rentals, Inc; United Rentals, Inc. and various government contractors and health industry concerns.
So why were Mosquito Control Commissoiners RONALD RADFORD and VIVIAN BROWNING were so hot to trot to hire this international company, in which the past Chair and Executive Director of the FLorida Republican Party are name partners, without either competitive bids or quotes and without even requiring the firm to to show up at a meeting to make a presentation or answer public questions?
