Special meeting on hiring new St. Augustine Beach City Attorney, as Building and Zoning Director Takes Leave of Absence

A Daytona Beach law firm has withdrawn from consideration.   Environmental and land use planning use lawyer Ralf Brookes' application was rated a close second; the City Attorney decision may be made Monday, February 10, 2020 at 5:30 PM, just before the meeting of the City Commission with the Planning and Zoning Board.

At the 6 pm Monday February 10 meeting, there will be discussion of the behavior of City managers toward PZB, resulting in the resignations of the PZB Chair and Vice Chair, Ms. Jane West and Ms. Elyse Sloan.

Building and Zoning Director BRIAN WILLIAM LAW has taken a leave of absence, and may not attend the meeting.

RULES OF CIVILITY FOR PUBLIC PARTICIPATION
  1. The goal of Commission meetings is to accomplish the public’s business in an environment that encourages a fair discussion and exchange of ideas without fear of personal attacks.
  2. Anger, rudeness, ridicule, impatience and lack of respect for others is unacceptable behavior. Demonstrations to support or oppose a speaker or idea, such as clapping, cheering, booing, hissing, or the use of intimidating body language are not permitted.
  3. When persons refuse to abide by reasonable rules of civility and decorum, or ignore repeated requests by the Mayor to finish their remarks within the time limit adopted by the City Commission, and/or who make threats of physical violence shall be removed from the meeting room by law enforcement officers, either at the Mayor’s request or by an affirmative vote of a majority of the sitting Commissioners.

c. Principles: How may the principles of the Planning Board be aligned with the Commission’s principles to better serve the City? (Also suggested by Mr. Kincaid)
  1. Communication: How can communication between the Board and the Commission be improved?
  2. Variances and final development orders: Need for the Board to cite specific reasons for approval or denial. (Suggested by Commissioner Samora)
  3. Planner: Discussion of whether a City staff planner needed. If so, to do what in particular? Would a consultant planner be more cost effective for specific projects?
  4. Dealing with sea level rise, resiliency and sustainability issues: Discussion of the role of the Planning Board as the City’s land planning agency to review proposals from residents and the Sustainability and Environmental Planning Advisory Committee and provide recommendations to the City Commission as to which proposals should be accepted and whether a consultant planner is needed to develop and help implement them.
  5. Training: When to schedule training by the City Attorney on the Sunshine Law and related matters.
  6. Joint Meetings: When to have them.
  7. Other issues that the Board and Commission may want to discuss.

First and foremost our commissioners must have read the Rules for Radicals when the civility rules were listed? We don't have "Constitutional Rights" we have rights.
From what I heard and saw Brian Law runs the beach and is in control of the commissioner decisions. He forgets that we the residents and the tax payers should be in charge of what is changing at our little beach town and the changing is a coming.
Poor Margaret does not control the meeting and the two to her left are in control.
Samora and Rumrell are both out of the picture since they never once attended a commission meeting and now they both think they know everything. Take away Samora's phone text and he will have nothing to say.
Within the next five years our beach as we know it will be gone forever and the hotel will be standing (if sea level rise or a surge doesn't take it) and controlling the beach under a public private partnership (remember world war II and Italy?)
