WHO IS JOSEPH MULLINS? Flagler County Commission Vice Chair, Claims to represent Bunnell -- Actually Lives in Flagler Beach?



1. JOSEPH MULLINS is Flagler County Commission Vice Chair.
2. MULLINS ran for state legislature in Georgia in 2015 and was defeated.
3. In 2018, peripatetic JOSEPH MULLINS was elected to Flagler County Commission.
4. MULLINS claimed legal residence in a district in Bunnell, where he does not live.
5. Bunnell "smart water meter records" show zero hourly water usage most of the time.
6. No one lives there, it would appear.  (I've got the hourly water bills from Bunnell, and MULLINS' e-mail to Flagler Beach, asserting residency there).
7. Sometimes JOSEPH MULLINS takes photos there to post on social media, including photos of him taking out the trash.
8. Last night (February 26) and today (February 27), JOSEPH MULLINS sua sponte sent me e-mails, misusing the Flagler County Commission website, attempting to bait me, stating he'd heard I was interested in his "Bunnell home bills."
9. Flagler County Commissioner JOE MULLINS pretended to invite questions, stating, "Eddie.  I understand you have interest in my Bunnell home bills.    Let me know what you want and I will be glad to post it for you on social media."   
10. I promptly responded and asked questions about MULLINS' residency,
11. JOSEPH MULLINS never answered a single question, emitting non sequiturs.
12.  I've reported JOSEPH MULLINS' legal residency issues to law enforcement for possible civil, criminal and administrative investigations, including the Flagler County Supervisor of Elections and Flagler County Property Appraiser.
13.  On homestead law, Florida remedies could include back taxes, penalties, interest and a tax lien.
14.  This is the same JOSEPH MULLINS, shown below with Flagler County County Administrator JERRY THOMAS CAMERON, who purchased County Adminisrator CAMERON's former "TIRES FOR JESUS" commercial property south of St. Augustine for some $450,000.

Complaints concerning candidates or elected officials are not the record of this office. Election law complaints can be requested from the Florida Elections Commission http://www.fec.state.fl.us and/or from the Florida Commission on Ethics http://www.ethics.state.fl.us
2. Flagler County Commission Vice Chair JOSEPH MULLINS claims to live in Bunnell, but City of Bunnell  "smart water meter" records prove otherwise.  Please see enclosed government documents from City of Bunnell.
3. While he was elected to Flagler County Commission from the Bunnell District, Commission Vice Chair MULLINS has informed the City of Flagler Beach that he lives in Flagler Beach at the Aliki condos. Please see the enclosed government documents from the City of Flagler Beach, including his driver's license.
4. I have reported these facts to the Flagler County Property Appraiser re: homestead exemption status.
5. Last night, February 26, 2020, at 8:18 PM, Flagler County Commission Vice Chair JOSEPH MULLINS sent me a series of odd e-mails, using County e-mail and County server, inter alia, ab initio, demanding that I ask him questions about his "Bunnell home bills."
6. So I wrote MULLINS back and asked questions about the enclosed records. 
7. No responsive e-mails followed, only non sequiturs.
8. Would you please be so kind as to:
•        refer the enclosed government documents from the City of Flagler Beach and City of Bunnell to your election fraud investigators? 
•        refer them also to dogged state and federal agency investigators, within the scope of your duties as the Flagler County Supervisor of Elections and the Flagler County Administrator and your oath of office pursuant to Article VI of the U.S. Constitution?

Florida Supervisors of Elections do not have the authority to investigate the residency of candidates or elected officials. Ultimately, whether a candidate or office holder is a resident is a determination for a court and not for a qualifying officer. No single piece of evidence is decisive in determining residency. A person’s legal residence is wherever a person intends to make a permanent domicile, which can be factually supported. Examples of evidence that may be considered in determining whether legal residency has been established include driver’s license, tax receipts, bank accounts, homestead exemption documents, the relocation of personal effects, and the purchase or rental of property.
