2. Potential logistics, including mosquito control for an outdoor mass on a 100+ acre site, were developed by City, County and Mosquito Control staff, circa 2013-2014. This was after March 13, 2013, when Pope Francis was named, in contemplation of the Pope. Plans were developed in contemplating Pope Francis visiting here during our Nation's Oldest City's 450th anniversary celebration, to promote healing here.
