St. Johns County Administrator "JOY" ANDREWS withdraws PBC application; was among 200+ people seeking to be Palm Beach County administrator. (Mike Diamond, Palm Beach Post, May 6, 2025)

MAY 13, 2025 BULLETIN:  

On May 9, 2025, St. Johns County Administrator "JOY" ANDREWS withdrew her application to be Palm Beach County Administrator.  Only three (3) days earlier on May 6, 2025, she wrote to Palm Beach County Human Resources Director David Kahn to tell him she looked forward to the "vigorous" process, which would include a "background check" and correspondence seeking "additional information."

For various reasons, I made the difficult decision to explore the opportunity with Palm Beach County, even as it meant

potentially leaving the place I have called home and served for nearly 20 years.

However, upon deep reflection, I’ve come to recognize how deeply rooted I am in St. Johns County — the community I

love, where my children were born and raised, and where I feel called to continue making a difference. I’ve also realized

how important it is for me to see through the critical initiatives we’ve started, including the comprehensive plan.

With that in mind, I respectfully withdraw my application before the process formally begins and want to sincerely thank

you for your time and consideration.

Good career move. 

It's time for St. Johns County Administrator "JOY" ANDREWS to go, and she knows it. 

After barely surviving a January 21, 2025 vote of "no confidence" by 3-2, maladroit JOYLESS "JOY" ANDREWS applied on April 17, 2025 for the job of Palm Beach County Administrator.

"JOY" ANDREWS, controversial St. Johns County Administrator, is overpaid (some $300,000 per year).

 JOYLESS "JOY" presides over a horribly hostile working environment, one where employees fear doing their jobs "too well" if they do not please powerful landowners and louche lawyers for developers.   

UPDATE:  St. Johns County Commissioner SARAH ARNOLD wrote me at 3:07 pm on May 11, 2025, "Thanks for the heads up, Ed, but I’ve been aware of this for a while. PBC would be so lucky to have her."

Dear Commissioners,

I am writing to respectfully express my interest in the County Administrator position with Palm

Beach County. It would be a tremendous honor to serve a county as vibrant, diverse, and forward-

thinking as yours. While I do not take lightly the legacy of strong leadership that precedes this

opportunity, I am confident that the experience I’ve gained over the past decade uniquely positions

me to contribute in meaningful ways.

As County Administrator for St. Johns County—one of Florida’s fastest-growing counties—I’ve had

the privilege of working alongside a dedicated team to navigate extraordinary growth while

remaining mindful of fiscal stewardship and community values. Together, we implemented long-

range planning models that aimed to balance infrastructure expansion with smart land use and

sustainable service delivery.

Much of my journey has been shaped by challenges that demanded resilience and collaboration. I’ve

helped guide our organization through multiple federally declared disasters, including major

hurricanes including Matthew, Irma, Nichole, Ian and the COVID-19 pandemic, while overseeing

recovery efforts funded through CARES, ARPA, and CDBG-DR programs. These moments

underscored the importance of calm leadership and the strength of partnerships at every level.

Additionally, I’ve worked to protect and preserve our coastline, securing direct appropriations from

the U.S. Army Corps of Engineers for large-scale beach renourishment and resiliency projects—

efforts that have fortified more than 20 miles of shoreline. I’ve also been fortunate to help expand

economic opportunity through initiatives such as healthcare expansions, major private investment,

and targeted recruitment of high-impact employers.Throughout my career, I’ve strived to lead with a servant’s heart—elevating others, listening well,

and building trust across diverse constituencies. I have deep respect for the responsibility

entrusted to this role, and should the Board see fit, I would bring not only technical and operational

know-how, but a deep commitment to collaboration, transparency, and service to the people of

Palm Beach County.

A task force will cut the list to a group of finalists to succeed Verdenia Baker, who retires May 31. The county expects to make a hire in June.
