In secret, behind locked gates, the managers of the Nation's oldest (European-founded) City illegally dumped 40,000 cubic yards of contaminants in the Old City Reservoir, where people fished and swam for generations. City Code Charter Laws Ban Receipt of Free Tickets, Services

Sec. 2.04. Commissioners or city employees not to accept free tickets, services; exceptions.
No commissioner or other officer or employee of the city shall accept any frank, free ticket, pass or service, directly or indirectly, from any person, firm or corporation upon terms more favorable than are granted to the public generally; provided, that such prohibition of free service shall not apply to policemen or firemen in uniform or wearing their official badges where same is authorized by ordinance.
