Subject: CORRUPTION INVESTIGATION re: GARY RAYMOND LARSON: simultaneously serving as the building official of three (3) Florida towns

To: Honorable Melissa Williamson Nelson, 4th Circuit State's Attorney
Honorable Ralph Joseph Larizza, 7th Circuit State's Attorney
Honorable Richard L. Swearingen, Commissioner of the Florida Department of Law Enforcement
Honorable Pamela Jo Bondi, Florida State Attorney General
Honorable Nicholas Bernard Cox, Florida Statewide Prosecutor

Dear Ms. Nelson, General Bondi, and Messrs. Larizza, Cox and Swearingen:

A. GARY RAYMOND LARSON is simultaneously serving as the building official for two (2) towns in Nassau County (Hilliard and Callahan) while also serving as the full-time building official for the City of St. Augustine Beach (current salary: $85,000/year).  Please see the nine (9) enclosed Forms 1 provided by the Nassau County Supervisor of Elections on June 9, 2017 (yesterday).
B. Will you please initiate a joint civil, criminal and administrative investigation?
C. Will you please supervise and direct your respective investigators in obtaining all evidence, including interviewing present and former employees of the Towns of Callahan and Hilliard and the City of St. Augustine Beach, and obtaining all computer, video and paper records documenting GARY RAYMOND LARSON's time, travel, leave and expense reimbursements from three (3) municipal governments?
D. Will you kindly ask your respective public corruption prosecutors and investigators to focus on whether GARY RAYMOND LARSON has violated any criminal laws, or Article II, Section 5(a) of the Florida Constitution?
E. How is it that LARSON has been drawing salaries from three (3) Northeast Florida governments as their building official?
F. Longtime City of St. Augustine Beach City Manager BRUCE MAX ROYLE claimed by June 9, 2017 e-mail that he "approved" LARSON's dual officeholding in 2002, but no records have been provided establishing any:
1. Approval by St. Augustine Beach City Commission or the Town of Hilliard or Town of Callahan,
or
2. Legal opinion from the State Attorney General, or
3. Ethics opinion from the Florida Ethics Commission, or
4. Legal opinions or memoranda from any of the three (3) local attorneys who have served as the City Attorney for the City of St. Augustine Beach since 2002 (Messrs. Geoffrey Dobson, Douglas Nelson Burnett and James Patrick Wilson).
Thank you.

With kindest regards, I am,
Sincerely yours,
Ed Slavin
