Why No-Bid Sweetheart Evergreen Insurance Contract With Florida Municipal Insurance Trust (Florida League of Cities)?








Smarmy answers from scared people -- St. Augustine Beach City burghers won't answer about their failure to obtain competitive bids for insurance, which has forever gone to the Florida Municipal Insurance Trust, affiliated with the Florida League of Cities.  This situation stinks.  What do y'all reckon?  I'm waiting for an answer from JAMES PATRICK WILSON, City Attorney, and his partners at the COQUINA LAW GROUP:

1. Do the City of St. Augustine Beach's evident evergreen sweetheart no-bid contracts with the Florida Municipal Insurance Trust (FMIT), related to the Florida League of Cities, violate City and State competitive bidding requirements, antitrust and other laws?

2. Was there ever competitive bidding?
3. St. Augustine Beach City Clerk Ms. Beverly Raddatz, presumably at the direction of City "Manager" Royle refuses to answer easy questions, citing a hoary, inapposite Attorney General's opinion that government officials don't have to answer questions.  Really?
4. This is an unAmerican response to a citizen journalist.  How trite. How gauche and louche.  How irrefragably revealing of the City's obsessive secrecy.  As the late Senator Daniel Patrick Moynihan said, "Secrecy is for losers."
5. To whom do all of y'all think you're talking?
6. Did you or your law firm ever advise any St. Augustine Beach City employees not to answer my questions?
7. Please share all requested documents on insurance and your advice to Commissioners and staff, including any advice to remain silent.   
8. Is the City's refusal to answer based on the Fifth Amendment constitutional privilege against self-incrimination?
9. Is the Coquina Law Group aware that it cannot represent any City employees as individuals, and has a fiduciary duty to the people.

After a reasonable review, the City has found no records responsive to your request. 
Additionally, under Florida law, the City of St. Augustine Beach is not required to answer questions regarding records (Attorney General Opinion 92-38).  Therefore, the City does not respond to questions about records that are included in public records requests.
