St. Augustine Beach City "Manager" BRUCE MAX ROYLE Demands $500 "Deposit" for Employee Settlement Agreements

Asked for copies of employee settlement agreements, the embittered, embattled City Manager of the itty-bitty City of St. Augustine Beach (pop. 7000) demands a $500 "deposit" to search for them, claiming it would take "40 hours."  As they say in East Tennessee, "that dawg won't hunt."

Dear Mayor, Vice Mayor and City Commissioners of St. Augustine Beach:
1. As Albert Camus once said, "We must first posit denial and absurdity because that is what our generation has encountered."

2. Please investigate City Manager Bruce Max Royle -- $500 for copies of employee settlement agreements?  
3. This is blatant retaliation for my protected activity -- actionable and remediable under 42 U.S.C. 1983, violating the First and Ninth Amendments and Article I, Section 24 of our Florida Constitution.  
4. Please request these documents and ask that they be made public tomorrow morning.
5. Otherwise, will the City of St. Augustine Beach kindly agree to mediation by Florida AAG Pat Gleason?

Mr. Slavin:
Your request is estimated to require at least forty (40) hours of staff time to locate, retrieve, and review documents responsive to your request, which will require a deposit of $500 to the City of St. Augustine Beach.   Pursuant to section 119.07(4)(d), Florida Statutes,  if the nature or volume of the records requested requires the extensive use of information technology resources, or extensive clerical or supervisory assistance, or both, the City may charge an additional special service charge based on the cost actually incurred or attributable.
Upon your consent and our receipt of the deposit, staff will be directed to immediately and expeditiously begin searching for documents per your request. If the actual cost is more or less than your payment, you will be refunded or additional funds would have to be remitted.
