Commissioner William Leary Said It Best

“My decision is not a religious decision.  I  was elected to make secular calls on behalf of all of the citizens of the City of St. Augustine. To try an instill in our community, basic fairness in the way we treat one another as best we can.  Certainly with respect with something as fundamental as housing.”

-- Commissioner William Leary, December 10, 2012 St. Augustine City Commission meeting, responding to KKK minister Doug Russo, who said Gay people should be killed because it's in the Bible.  On August 21, 2017, Rev. Ron Rawls invited Russo to speak at St. Paul A.M.E. Church, using him, as Russo preached that slavery was not wrong because it's in the Bible.  Rawls used Russo to inflame his flock and to marginalize those who support keeping the monument to Minorcan Civil War dead -- people who had no grave monument because they never came back.
