"WHO's GUARDING THE GUARDIANS?" MISSING PERFORMANCE APPRAISALS FOR TWO HIGHEST-PAID COUNTY GOVERNMENT EMPLOYEES



Would someone please explain it to me, like I was a six year old? 

Dear St. Johns County Commissioners Joseph, Taylor, Murphy, Arnold and Whitehurst and Ms. Dixon:

1. On May 30, 2025, I requested copies of all of the performance evaluations for our County Administrator and our County Attorney 5/30.  Thank you for your partial response today.
2. Are there no evaluations for our County Attorney.?
3. Is there only one (1) evaluation of Ms. Andrews, by then-Chair Sarah Arnold, dated 9/30/2024?  Why?
4.  Please send all of the evaluations of both Ms. Andrews and Mr. Komando, by all the Commissioners. If none exist, please so state and explain why.
5.  Please e-mail me Ms. Andrews' evaluations for all prior years ASAP, including her work as Assistant Administrator and budget analyst.    
6. Please send me the instructions to Commissioners for filling out the form, and a link to the BoCC procedures and policies on performance evaluations and on conflicts of interest.
6. Ms. Andrews and Ms. Arnold are close friends, correct?  
7. The apparent exclusive nature of this putative "evaluation" (attached) and odd failure to involve any other Commissioner in the process raises eyebrows.
8. It is revelatory and inculpatory.
9. It urgently requires public explanation and discussion at 6/3 meeting on agenda item 2, regarding Ms. Andrews' contract.
10. Finally, please send me all of the performance evaluations for Mr. Komando.  If none exist, please so state and explain why.  Please feel free to call me to discuss.

I am writing to acknowledge receipt of your public records request.  St. Johns County will determine if it has any records that are responsive to your request.  If any such records are located, we will compile them and redact any exempt material prior to providing them to you.  Per St. Johns County Administrative Code 104.6, the County may request a deposit for costs if an extensive records search takes more than fifteen (15) minutes to locate, review for exempt information, copy (if requested), and re-file the requested material.  Should it be determined that the nature or volume of the public records requested requires the extensive use of information technology resources, or extensive clerical or supervisory assistance, or both, then we will first respond with an estimate of the additional charges for the actual costs incurred, and whether a deposit will be required.  In such instance, the records will be compiled only after you approve the charges, and the County receives any required deposit.  Payment for the total or remaining costs can be made when the records are available.  If the actual cost is less than your deposit, you will be refunded the balance.  If you fail to provide the cost deposit within thirty (30) days, your request will be closed.
