Federal investigation of 450th secrecy, Federal Advisory Committee Act violations by Inspector General of U.S. Department of the Interior

Federal investigation of 450th secrecy: I was interviewed today by special agent.
Our Federal St. Augustine 450th Commemoration Commission has met secretly, illegally, violating Federal Advisory Committee Act (FACA), since 2011.
Enough.
Federal 450th Commission must meet publicly, stop secret meetings.
It's time for them to discuss the St. Augustine National Historical Park and National Seashore, www.staugustgreen.com: there was applause July 18, 2011 when they held their one public meeting here in St. Augustine at Flagler College Auditorium and I discussed the Park and Seashore. Then they went underground, meeting and holding conference calls in secrecy, with what result? Nothing, except it is reportedly "co-producing" a fancy-bears Gala February 28, 2015, one whose financial statements, balance sheets, income statements from prior years are being kept secret, amid a mushrooming scandal: the Lightner Museum has received no benefit from it for years. Prior year Galas reported proceeds were to go to the "St. Augustine Trust for Historic Preservation, Inc.," incorporated April 14, 2010 by-ex Mayor JOSEPH LESTER BOLES, Jr. (center, above), who also serves on Lightner Museum Board of Directors.

Lincoln's Birthday: No Way to Celebrate Here in St. Johns County!

Lincoln famously said, "You can fool all the people some of the time, and some of the people all the time, but you cannot fool all the people all the time." Tonight's display of bad manners by our all-Republicsn County Commission was unworthy of the party of Lincoln -- shushing people for applauding speakers opposed to a tax increase. Tonight's display of fawning obeisance by our Democratic state committeeman was unworthy of the party of Jefferson and FDR. There is no need for a tax increase. I have to agree with our more conservative friends here in St. Johns County: waste must be halted. I've listed proposed cuts below.

Here's Where to Cut, St. Johns County Commissioners -- You Asked For It!

Here's Where to Cut, St. Johns County Commissioners -- You Asked For It!
1. New vehicle purchases
2. Take home vehicles
3. Energy consumption
4. Consulting contracts
5. No-bid contracts and other wasteful contracted services
6. Asphalt purchases -- build a co-op with other governments
7. Mid-level managers
8. Underpriced developer services
9. Developer giveaways and subsidies
10. Travel, conferences, entertainment, lodging
11. Construction of any new buildings (including Sheriff Training Center)
12. Visitor and Convention Bureau
13. Political patronage
14. Flubdubs, flummery, dupery, nincompoopery, waste, fraud, abuse, misfeasance, malfeasance and nonfeasance
15. First Amendment, Sunshine and Open Records violations, unsafe working conditions and tortious conduct
16. Advertising

We deserve an Inspector General and an Ombuds, reporting directly to our Commissioners, to help implement those items. Please put that on the ballot in 2016.

Cordially,
Ed Slavin

Citizen Right to Applaud DENIED

Controversial developer-driven St. Johns County Commission Chair PRISCILLA BENNETT, a/k/a "RACHAEL" BENNETT, repeatedly told citizens not to applaud speakers opposing sales and gasoline tax increases. Why? Citizens have a right to applaud. This is censorship. (In sharp and marked contrast, rebarbative Republican Commissioners did nothing when bullies called us "Nazis, Communists" and compared us to "Hitler, Stalin and Goebbels" November 1, 2011 for supporting the St. Augustine National Historical Park and National Seashore, www.staugustgreen.com) This ruling is not required by Rule 4.404 of the Commission's procedures.

"Don't Listen to Most Vocal" Residents, Says County Administrator MICHAEL DAVID WANCHICK

Wonder why?
SHERIFF DAVID BERNARD SHOAR'S BLOATED BUDGET gets the lion's share of BCC expenditures.
MICHAEL DAVID WANCHICK has aided and abetted SHOAR's coverups, including the 4700 Sherlock Place water use for September 2, 2010 at issue in the Michelle O'Connell shooting case.
WANCHICK wants to raise our sales taxes.
Not just gasoline taxes, but sales taxes, the most regressive tax there is -- it's our money.
MICHAEL DAVID WANCHICK's condescension is neither desired nor required.
WANCHICK is vastly overpaid -- pert near $1000 a day.
So he doesn't want to "listen to the most vocal" residents?
He's fixin' to get an earful.

Museum Converting to Hotel? Millionaire DAVID BARTON CORNEAL Demands PUD for DOW MUSEUM OF HISTORIC HOMES

DAVID BARTON CORNEAL wants to turn the former Dow Museum of Historic Homes into a hotel. He needs a Planned Unit Development (PUD) to get his way. It should be rejected. I agree that the Planned Unit Development must be rejected, and there must be a moratorium on all future PUDs in St. Augustine. The only good thing that ever came from a PUD is the elevator in the Columbia House Restaurant (which some disabled patrons were incorrectly and illegally told they could not use, a violation of the ADA (Americans with Disabilities Act. http://cleanupcityofstaugustine.blogspot.com/2014/11/privatization-continues-dow-museum-of.html

MORE ADA VIOLATIONS: Overflow Crowd Mistreated By City Hall, Including AMCD Commissioner Jeanne Moeller: She Will Be ADA Case Witness

Still not room enough for the people attending City Commission meetings. Last night, dozens of citizens were outside on a cold and rainy night, in the covered walkway of the City Hall and Lightner Museum courtyard, including elders and disabled people, watching on a small old tv with bad sound, sitting on a chair.

Instead of opening up the Lightner Museum lobby, they put chairs in the corridor, where people going to the rest rooms walked through, blocking the view of the tv as they walked to and from the rest rooms. No sign directed people in the other direction.

People who signed up to speak could not hear their names called.

Dirty tricksters on the City Hall staff have removed dozens of chairs since 2005, adding tables to take up space where city department directors sit.

Among those out in the cold were Commissioner Jeanne Jackson Moeller of the Anastasia Mosquito District of St. Johns County, re-elected to a third term in November. Commissioner Moeller is a person with a disability: she suffers from fibromyalgia.

Commissioner Moeller will be a witness in my Americans with Disabilities Act complaint filed with the Justice Department February 7, naming City Manager JOHN PATRICK REGAN, P.E., Police Chief LORAN LUNDERS and Assistant City Manager TIMOTHY BURCHFIELD for not providing enough chairs for Mayor Shaver's inauguration and for retaliating against me for ADA protected activity in complaining about it by issuing an illegal no-tresspass order for City Hall unless there is a meeting or appointment, and for making false accusations against me in the local newspaper.

Gala Funds and Free Tickets Scandal

No answers yet to questions about all the free tickets to the $195/person Noche de Gala doled out to the highest-paid City managers. At least our City Commissioners are no longer accepting free tickets from the City Manager's office. I asked Commissioners how many were taking free ticks -- no hands went up. I responded, "well neither am I1

PUD Moratorium?

Retired engineer Fred Novak and other residents have asked the City Commission to consider a moratorium on Planned Unit Developments. City Commissioners will discuss a moratorium at their next meeting. Viva!

Lighthouse Zoning Grab FOILED: Democracy In Action

Sweadner's Hairstreak Butterfly Is An Endangered Species Living on Lighthouse grounds

MARK KNIGHT (HCN)

Neighbors united again defeated an ill-conceived zoning favor last night, this time for the St, Augustine Lighthouse.

First the Department of the Interior deeded the Lighthouse to St. Johns County, and the Junior Service League and later the Lighthouse foundation repaired the structure and made it something to be proud of -- the second most popular St. Augustine tourist stop.

Then St. Johns County Commissioners transferred title to the Lighthouse foundation, a $3 million/year foundation.

Then the Lighthouse asked to change its zoning category from government use (GU), as it's no longer owned by a government.

Not so fast.

The Lighthouse zoning proposal for a "Maritime Use District" in the midst of an historic, quaint, quiet residential neighborhood might have allowed a three story, 180,000 square foot maritime museum in a quiet, quaint, waterfront residential neighborhood, threatening the ancient dune, the endangered butterflies, and the quality of life.

Eighteen of us spoke against the proposal last night, and Mayor Nancy Shaver and Commissioners listened. We are proud of our City Commissioners, who once again listened to the people. Neighbors complained about the Lighthouse property no longer being open to neighbors as it once was, and to traffic confession and obnoxious behavior by delivery trucks (backing up the street with noisy backup alarms).

Dodgy non-lawyer MARK KNIGHT, fired former City Planning and Building Director, did the tedious fast-talking for the Lighthouse, with his putative boss, lawyer SUSAN S. BLOODWORTH, saying only a few words, and putative "pro bono" lawyer SIDNEY FRANKLYN ANSBACHER offering a few irrelevancies. (When FSDB was seeking eminent domain legislation, it hired dodgy developer mouthpiece ANSBACHER as an illegal lobbyist in violation of Florida law. BLOODWORTH is the only lawyer in McCLURE BLOODWORTH, founded by dodgy developer mouthpiece GEORGE MORRIS McCLURE, who died in 2013 after helping set up County Commission Chairman Tom Manuel up to take a bribe, in concert with Sheriff DAVID BERNARD SHOAR, f/k/a "HOAR. BLOODWORTH and McCLURE were booted out of the Rogers Towers corporate law firm over failure to share a fee with partners.)

Sweadner's Hairstreak Butterfly is an endangered species living on lighthouse grounds and as Edward Reuben Anderson pointed out, must be protected from Lighthouse building plans.

St. Augustine City Hall still has no staffer with the word "environmental" in their title and it shows: Birchim essentially let his boss of sixteen years, non-lawyer MARK KNIGHT take over at Planning and Zoning Board and Historic Architectural Review Board meetings, and did so last night.

Lighthouse managers, employees, volunteers and board members emitted mostly irrelevancies and platitudes, with the Lighthouse's plans for the property shrouded in secrecy, an enigma wrapped in a riddle. I told Commissioners that if the Lighthouse wants to build a maritime museum, it should look elsewhere and think big -- the long-flat Sebastian Inland Harbor site, with boat docks already built, would be a perfect fit, and the Maritime Museum could help anchor the long-delayed project.

KNIGHT did not help matters with his lack of responses to Commissioners' questions, his lack of a survey, his lack of a map showing where and what the Lighthouse might wish to build, and his snarky, smarmy smirky delivery, and his amending the proposal Friday afternoon by dropping it off at City Clerk ALLISON RATKOVIC's office, which in turn again dropped the ball by not sharing it with St. Augustine Mayor Nancy Shaver, Commissioners, Planning Director David Birchim or posting it on the City's website. How gauche and louche.

The issue is postponed until March 9, with KNIGHT saying "yeah, we'll give it one more shot" in hostile response to Mayor Shaver's question on rescheduling.

Three cheers for Mayor Nancy Shaver and Commissioners, for once again acting to protect our small town values. In the words of economist E.F. Schumacher, "Small is beautiful."

Forgiveness Month in St. Augustine, St. Johns County and Florida

Our "Compassionate City" friends got City Commission to declare "forgiveness month."
Who and what are we forgiving and why?
Dumping a landfill in a lake, being what MLK called "the most lawless city in America," discriminating against African-Americans, women, Gays and Lesbians, violating First Amendment rights, engaging in illegal surveillance, issuing no-bid contracts to a favored few, showing promiscuous favoritism toward wetland-killing, tree-killing "developers," destroying a 210-year old building without permits and fining the destroyer, who was not cross-examined and fined only $3600, with our City Attorney hugging him after the farce was over? What's next?

Save the Day: February 28, 2015 Noche de Gala: Protest At City Hall and Lightner Museum -- Justice for Michelle O'Connell

Save the day: February 28, 2015 -- a good time to protest the government coverup of the September 2, 2010 shooting of Michelle O'Connell in the home of Sheriff DAVID BERNARD SHOAR's deputy, JEREMY BANKS.
The Noche de Gala honors the 497th birthday of St. Augustine's founding genocidal murderer, PEDRO MENENDEZ de AVILES.
Come see and picket well-paid City of St. Augustine managers and others getting free $195 tickets for themselves and their spouses).
Also attending will be wealthy local business people, corpulent corporate lawyers and lobbyists raising money for the Lightner Museum -- but where did all the money go?
The City Manager has not provided documents.
But God is watching.
And We, The People will be there.
February 28, 2015.  Save the date.  Stay tuned

ADA Complaint Against Top Three City Officials

"We Have To Do Something About Ed Slavin!" Our City Manager Exclaimed the Day After Our New Mayor's Inauguration

The St. Augustine Record viewspaper today published a curiously opinionated article saying I will not be prosecuted for asking for local government records and accountability.  Whew!  Who knew!  Is this a great country, or what?

The defamatory, one-sided article was mislabeled as "news" on page 3 of the print edition.

Even on the editorial page, it could be considered libelous.

I wear city MisNanagement's scorn as a badge of honor.

The backstory:  false and defamatory accusations, hateful statements, hearsay, innuendo and leaks from City Manager JOHN PATRICK REGAN, P.E., Assistant City Manager TIMOTHY BURCHFIELD and Police Chief LORAN LUEDERS, former co-workers of St. Johns County Sheriff DAVID BERNARD SHOAR f/k/a "DAVID BERNARD HOAR."

Retaliation for reporting wrongdoing -- including violations of the Americans with Disabilities Act, reported today to the Justice Department -- click here.

St. Augustine City Hall's "Bush League MisManagement" (BLM) dumped a landfill in a lake, emitted sewage and semi-treated effluent in our rivers and salt marsh, arrested hundreds of St. Augustine street artists and musicians, and sold the public a pig of poke on our 450th commemoration.

The last straw for BLM was my requesting reasonable accommodations under the Americans with Disabilities for the December 1, 2014 refusal to provide enough chairs for the public when Florida Supreme Court Justice Peggy Quince inaugurated Mayor Nancy Shaver was the last straw.

I had requested more chairs for weeks.  BLM was insouciant.

BLM City Manager REGAN and staff refused repeated requests to remove staff tables, resulting in 100 people standing, including elders and persons with disabilities.  The next day, on December 2, 2015, REGAN said to his HR Director, NANCY RAWLSON, "We have to do something about Ed Slavin." This resulted in a "trespass warning for upper floors of City Hall except for meetings and appointments.

Both Record stories were phoned in by JOHN REGAN (who claims not to have known about the landfill being dumped into the lake), REGAN's direct report, TIMOTHY BURCHFIELD (who did know about dumping the landfill and the lake and Chief LORA LUEDERS (who works for REGAN).

The City of St. Augustine MisManagement remind me of what JFK said about Washington, D.C.: "A city of Northern charm and Southern efficiency."

Rev. Dr. Martin Luther King, Jr. called the City of St. Augustine "the most lawless city in America."
We call it "home."

We're reforming our government, and will keep on doing it.

We expect to be treated as citizens, not bothersome pests, when we ask questions.  Government must work for us, and not the 1%.

The City of St. Augustine City MisManagement lacks core competencies including ethics, manners, and management and public relations skills (despite City Manager JOHN REGAN's staff nickname as the "Minister of Propaganda," of which he is proud).

Keep asking questions.
Demand answers.
Expect democracy.
Like any good American diplomat, "Don't take no for an answer."  'Smile.
Go to meetings.
Work for Justice for Michelle).
Enjoy our 450th.

For our future, let's pledge our "sacred honor" and keep exposing;
1. Flummery,
2. Dupery,
3. Nincompoopery,
4. Waste,
5. Fraud,
6. Abuse,
7. Misfeasance,
8. Malfeasance,
9. Nonfeasance,
10. Secret meetings,
11. No-bid contacts,
12. First Amendment violations,
13. Sunshine violations, and
14. Open records, document destruction and record keeping violations concealing possible peculation

It's Our Town and Our Time.  We're not afraid of Hick Hacks and Their Errors and Few Facts misreporting of MisManagers' defamatory statements and opinions as "The News."

It's all sleaze wrapped in snootiness emanating from two discredited, dodgy, domineering ex-Mayors JOSEPH LESTER BOLES, Jr. and CLAUDE LEONARD WEEKS, JR. et al,, (a/k/a "the kings and queens of St. Augustine").

To retaliate as they did with their false and defamatory article today tells me one thing:

We must be getting close, folks!  As Bette Davis would say, "Fasten your seat belts, it's going to be a bumpy night."

Waiting: Where Did MENENDEZ NOCHE de GALA money go? BOLES, REGAN, STE. CLAIRE REMAIN SILENT

Vacancy Announced, Vacant Stare Required?

Commissioner Cindi Stevenson is likely going to Tallahassee as our new State Representative, has resigned her seat on the St. Johns County Commission.

Under Florida's Constitution, rebarbative Republican Governor RICHARD LYNN SCOTT -- not the people -- gets to hand-pick her successor.

If you'd like the gig, which pays some $70,000 annually, plus benefits, you probably must:
A. Suck up to St. Johns County political bosses, led by reprobate Republican Sheriff DAVID BERNARD SHOAR, who is still covering up the September 2, 2010 shooting of Michelle O'Connell in the home of Deputy JEREMY BANKS.
B. Kiss up to Governor SCOTT, who is facing a Sunshine lawsuit over his illegal firing of FDLE Director Gerald Bailey.
C. Be owned by secretive foreign-funded developers (who are busily clear-cutting beautiful St. Johns ounty into an unreasonable facsimile of South Florida).
D. Be a known dull Republican. (No Democrats have served on St. Johns County Commission in the 21st century, thanks in part to our inept, St. Johns County Democratic Party, which has a permanent headquarters, but decrepit leadership).
E. Reside in the Northwest part of St. Johns County, where many residents move as "white flight" from Jacksonville.

A vacant stare and willingness to worship St. Johns County Administrator MICHAEL DAVID WANCHICK, SHOAR's crony, is desirable.

So far, applications have been received from: James Johns, Kim Kendall, Brian Iannucci, John Capra, David Rice and Andrew DeCandis.

Four Years of the Federal 450th Commission Produced WHAT?

JOHN PATRICK REGAN, P.E. (second from left),
DANA STE. CLAIRE (third from left),
Secretary of the Interior Kenneth Salazar (fourth from left),
and Defeated Mayor JOSEPH LESTER BOLES, JR.

Our Federal St. Augustine 450th Commemoration Commission, which met in secret for nearly four years, has produced what?  Nothing. Zilch. Nada.  While violating federal sunshine requirements in the Federal Advisory Committee Act, the 450th Commission is "co-producing" MENENDEZ NOCHE DE GALA a $195/person fancy-bears ball where the elite literally looked down on peasants (costumed interpreters), with no financial records produced from past GALAS where BOLES' corporation was the reported beneficiary.

Danger of Unfair Confusion? BOLES' Creation Creates Danger of Unfair Confusion with Florida Trust for Historic Preservation and the National Trust for Historic Preservation

Shocked MAYOR BOLES Defeated Over Corruption Issues

On April 14, 2010, Mayor JOSEPH LESTER BOLES, JR., City Manager JOHN PATRICK REGAN, P.E. and 450th Director DANA STE. CLAIRE registered the name of "ST. AUGUSTINE TRUST FOR HISTORIC PRESERVATION, INC." REGAN and STE. CLAIRE claim BOLES incorporated it for the sole reason to "save the name."

But it was stated to be the beneficiary for several years of the MENENDEZ NOCHE DE GALA.

No proof that the Lightner Museum got any GALA proceeds for several years. No records have been prodded for the GALAS for 2012, 2013, and 2014. Where did the money go? Under the Lanham Act, it's illegal to use a name that might involve unfair confusion. In this case, the federal prosecutors might be interested -- there's a federal agency called the Trust for Historic Preservation. State prosecutors might her interested -- there 's also a Florida Trust for Historic Preservation.

BOLESIANS should rename St. Augustine "the home of the whopper!" Former City Manager JOSEPH POMAR once put a Burger King™ king's cardboard hat on his head, but City Manager JOHN PATRICK REGAN needs one now, I reckon.

Missing Noche de Gala Records: Where Did Hundreds of Thousands of Dollars Go?

On April 14, 2010, Mayor JOSEPH LESTER BOLES, JR. incorporated the St. Augustine Trust for Historic Preservation, Inc. as a putative non-profit, with JOHN PATRICK REGAN, P.E. (City Manager now, recently select at the time) and DANA STE. CLAIRE (450th Director) as fellow board members. The St. Augustine Trust for Historic Preservation, Inc. was beneficiary of the annual Noche de Gala honoring the birthday of city founder Pedro Menendez de Aviles. Lightner Museum has not received any of the proceeds of the Gala for several years. Where did the money go? Efforts to obtain answers from BOLES, REGAN, STE. CLAIRE, the City of St. Augustine and its contractor (Casa Monica) have been unavailing. This morning I wrote one of the Gala's most generous funders, BAKER & HOSTETLER, the multinational corporate law firm that represented the City of St. Augustine after it dumped a landfill in a lake (at a cost of $300,000 in legal and engineering fees). See letter to attorney WILLIAM PENCE, below:

Letter to Baker & Hostetler partner WILLIAM PENCE, City of St. Augustine outside counsel
Sent: Fri, Feb 6, 2015 8:52 am
Subject: Re: Request No. 2015-38: Reconciliation, "true-up" and disbursement of Noche de Gala funds, 2010-2015: Where does all that money go?

Dear Bill:
1. Please call to discuss possible misuse of Baker & Hostletler funds for other than eleemosynary purposes by the Noche de Gala and the "St. Augustine Trust for Historic Preservation, Inc."
2. Please refer this matter to Baker & Hostletler firm management and firm ethics counsel.
3. Records have not been forthcoming. This secrecy violates the Open Records law and Article I, Section 24 of our Florida Constitution, enacted by 3.8 million voters in 1992.
4. Records not produced by the City include years of Noche de Gala accounting records in the custody of the City of St. Augustine's contractor, the Casa Monica Hotel.
5. I have alerted FPL to the issue in light of FPL's generous annual contributions to the Noche de Gala putative "fundraiser" for the Lightner.
6. Perhaps a court-ordered constructive trust and accounting is the appropriate judicial remedy re: hundreds of thousands of dollars received and spent for this City event.
7. I look forward to hearing from you this morning as to how Baker & Hostetler might protect its investment and protect the public interest.
Thank you.

Sincerely yours,

Ending Secret Federal Commission Meetings and Detecting Peculation

Filed complaint with the Department of the Interior Office of Inspector General re: Federal St. Augustine 450th Commemoration Commission and its secret meetings, 2011-2015, in violation of Federal Advisory Committee Act. What do we have to show for it? Sponsorship of 2015 Menendez Noche de Galas in honor of 497th birthday of Pedro Menendez de Pedro Menéndez de Avilés, with no audit or financial records provided on sources and uses of funds, reconciliation (true-out) of prior galas. Hostile and Offensive City Officials: HISTORY LESSON

On February 27, 2006, JOHN PATRICK REGAN, P.E. (who became our City Manage4 in 2010) was the Assistant City Manager under City Manager WILLAM BRUCE HARRIS. On that day, criminal investigators from EPA and FDEP arrived at our Old City Reservoir investigating illegal dumping of 40,000 cubic yards of contaminated solid waste -- a landfill dumped in a lake. On that day, REGAN sent an E-mail to CITY OF ST. AUGUSTINE PUBLIC AFFAIRS MANAGER PAUL WILLIAMSON, inter alia using pejoratives about questions being asked on Respondent COSA’s illegal dumping in Old City Reservoir:
"Suggested RESPONSE: 'Your request for information has been forwarded to the City Attorney for response.' THE END. - And do not respond to anymore (sic) of his E- mails unless the above is the response.' Any further attempt to 'answer' any of his outlandish (sic) and absurd (sic) questions and accusations only serves to fuel his misguided (sic) filibustering (sic) and empty (sic) threats (sic). He has nothing (sic) else (sic) to do with his life and his only (sic) 'contact' with the outside world is through emails (sic). Suggest allowing Wilson to "handle" the responses.
JR
http://cleanupcityofstaugustine.blogspot.com/2008/01/lincolnville-and-west-augustine-dumping.html
On January 10, 2008, in the lobby of St. Paul's A.M.E. Church, before our "Stop the Dumping" meeting, JOHN PATRICK REGAN, P.E. looked me in the eye and apologized for those 86 hot-tempered words, oddly claiming that Ms. ALISON RATKOVIC (then REGAN's secretary and now our underpaid City Clerk) wrote this vitriol without REGAN's knowledge and approval.
QUERY: Do you believe that Ms. RATKOVIC wrote those words and that REGAN's attempt to blame her was dishonest?
HINT: REGAN's City Hall colleagues once dubbed him "Minister of Propaganda" under HARRISS, after a Jacksonville tv reporter did not notice the parking lot at Francis Field was nearly empty (where the $21 million Parking Garage was built).
FACT: City officials committed serious environmental crimes, were caught (by me, EPA and FDEP): they were angry then and they are still angry about it now. We, The People, wear their scorn as a badge of honor, while they view our questions with shame and horror.

Nine Missed Opportunities in St. Augustine

1. Waiting a year after Pope Francis was named March 13, 2013 to invite Pope Francis to visit us in St. Augustine for our 450th. (I called City Manager REGAN that night, but 450th Director DANA STE. CLAIRE thought the city had to filter its invitation through the churn, not appreciating that the Pope is head of state in Vatican City, a sovereign nation. MAYOR BOLES finally wrote the Papal Nuncio on March 12, 2014, a year later, to the day.
2. Delays in supporting the St. Augustine National Historical Park and National Seashore since 2006.
3. Signing a 30 year FPL franchise agreement, instead of exploring a municipal electric company (Burlington, Vermont is now 100% powered by renewable energy.
4. Not ordering a statewide search in hiring a City Attorney in 2008 and again in 2014.
5. Not ordering a national search in hiring a City Manager in 1998 and again in 2010.
6. Not appointing a more diverse Visioning Committee.
7. Offending the Seminole Tribe in our efforts on the 450th by attempting to shake the Tribe down for money.
8. Not adopting lobbying disclosure rules.
9. Not working closely with the Department of the Interior on historic preservation and environmental conservation and insisting that the Federal St. Augustine 450th Commemoration Commission comply fully with the open meetings and open records requirements of the Federal Advisory Committee Act since its appointment by DOI on April 14, 2011.

St. Augustine 450th: Where did all our money go?

Has Our Nation's Oldest City frittered away some of the millions of dollars spent on our 450th birthday?
Commissioners Leanna Freeman and Nancy Sikes-Kline rightly questioned the expenditures and voted against the budget sought by Mayor JOSEPH LESTER BOLES, Jr. Mayor Nancy Shaver and Todd Neville were elected as a result of accountability concerns, and ask tough questions that City Hall denizens are unable or unwilling to answer.
Among the questionable no-bid expenditures was $15,000 and a 15% commission for a "professional fundraiser" in Jacksonville.
Meanwhile, questions remain about where the money from the annual Noche de Gala went. City officials have no records, they claim.
Wonder why?
While the annual Noche de Gala (held in honor of the birthday of city founder Pedro Menendez de Aviles_ is supposed to benefit the Lightner Museum, the City's website reported last year that the money went to the St. Augustine Trust for Historic Preservation, Inc., a supposed non-profit, incorporated by former Mayor JOSEPH LESTER BOLES, Jr., with City Manager JOHN PATRICK REGAN, P.E. and City 450th Director DANA STE. CLAIRE (a/k/a "PRIMA DANA") as directors of BOLES' putative non-profit corporation.
Messrs. REGAN and STE. CLAIRE resigned from this board late last year, and claimed BOLES incorporated the organization to "save the name."
So who or what does the money from the Noche de Gala annual $195/person "benefit" actually benefit?
All of the top City managers (and the City Attorney) are budgeted "free" tickets for themselves and their spouses.
Comptroller MARK LITZINGER says it is "in the budget," and that it was "legally adopted."
Freebies for the highest-paid employees?
Perhaps not this year.
City Commissioners Nancy Sikes-Kline and Todd Neville, and Mayor Nancy Shaver, have all declined free tickets, which are offered to them as a manipulative "perk" by City Manager JOHN PATRICK REGAN. No response from Commissioner Leanna Freeman and Vice Mayor Roxanne Horvath.
The Florida League of Cities is unaware of any other Florida city that organizes galas.
Our City of St. Augustine has two (2) galas each year. Why?
Is holding two annual fancy-bears balls a legitimate governmental function?
You tell me.
Expect more flummery -- and now possible fraud -- from the mendacious managers who put a landfill in a lake, emitted sewage and sewage effluent in our San Sebastian River and saltwater marsh, in a City Rev. Dr. Martin Luther King, Jr. called "the most lawless" in America.

City Evades Answers on Free Menendez Gala Tickets (2/1 letter to City)

Good afternoon:
1. It appears that our City of St. Augustine is once again violating our Right to Know and our Open Records law.
2. Please respond by 10 AM on 2/2/15 with any written free ticket policy, as I requested 1/19 (twelve days ago); if none exists, please say so, in writing.
3. I saw no written employee benefit policy authorizing free gala tickets during my examination of city personnel policies last year.
4. Please provide by 10 AM on 2/2/15 the list of persons receiving free tickets to 2015 Noche de Gala, and past galas, and other documents.
5. I have not heard from City Comptroller MARK LITZINGER about my request 2015-16 since January 19th, after I questioned his illegal threat to charge fees to find out answers to simple questions. We all have a Right to Know.
6. Providing free gala tickets and spending city money on galas is a breach of fiduciary duty: Florida League of Cities says no other Florida city holds galas.
7. Please cease and desist subsidizing the wealthiest city employees with free tickets: it is an unseemly breach of fiduciary duty.
8. It is irrelevant that it is somewhere "in the budget," which was "legally adopted," as City Comptroller MARK LITZINGER wrote me on January 19th (in bold below).
9. It is wrong to ask City residents to provide free tickets to our highest-paid CIty employees and their spouses ("all department heads," MARK LITZINGER says).
10. This and other subsidies to the wealthiest (like Yacht Club lease) may be construed as one or more state or federal crimes.
11. Criminal prosecution is entirely possible where City funds are wasted. We need a forensic audit, please.
12. Stop wasting our money, please.
Please govern yourselves accordingly.
Thank you.
Cordially,
Ed Slavin

Hostile Friday 7 PM 1/30/2015 Phone Call From City Comptroller MARK LITZINGER

Some well-paid city managers apparently don't appreciate what I've done for Our Nation's Oldest City. Pity them. Forgive them.
I wear their scorn as a badge of honor.

Vote No on 16.5% Sales Tax Increase, Cut County Waste, Fraud, Abuse, Misfeasance, Malfeasance, Nonfeasance, Flummery, Dupery and Nincompoopery

The bloated egos who are the all-Republican St. Johns County Commission want to spend $35,000 on a consultant about what people think about raising the sales tax from 6% to 7%: a 16.5% increase. On February 12, 2015, tell them "NO" at 6:30 p.m. at the St. Johns County Administration Building a/k/a $16.5 million "TAJ MAHAL", 500 San Sebastian.
