Hostile and Offensive City Officials: HISTORY LESSON

On February 27, 2006, JOHN PATRICK REGAN, P.E. (who became our City Manage4 in 2010) was the Assistant City Manager under City Manager WILLAM BRUCE HARRIS. On that day, criminal investigators from EPA and FDEP arrived at our Old City Reservoir investigating illegal dumping of 40,000 cubic yards of contaminated solid waste -- a landfill dumped in a lake. On that day, REGAN sent an E-mail to CITY OF ST. AUGUSTINE PUBLIC AFFAIRS MANAGER PAUL WILLIAMSON, inter alia using pejoratives about questions being asked on Respondent COSA’s illegal dumping in Old City Reservoir:
"Suggested RESPONSE: 'Your request for information has been forwarded to the City Attorney for response.' THE END. - And do not respond to anymore (sic) of his E- mails unless the above is the response.' Any further attempt to 'answer' any of his outlandish (sic) and absurd (sic) questions and accusations only serves to fuel his misguided (sic) filibustering (sic) and empty (sic) threats (sic). He has nothing (sic) else (sic) to do with his life and his only (sic) 'contact' with the outside world is through emails (sic). Suggest allowing Wilson to "handle" the responses.

On January 10, 2008, in the lobby of St. Paul's A.M.E. Church, before our "Stop the Dumping" meeting, JOHN PATRICK REGAN, P.E. looked me in the eye and apologized for those 86 hot-tempered words, oddly claiming that Ms. ALISON RATKOVIC (then REGAN's secretary and now our underpaid City Clerk) wrote this vitriol without REGAN's knowledge and approval.
QUERY: Do you believe that Ms. RATKOVIC wrote those words and that REGAN's attempt to blame her was dishonest?
HINT: REGAN's City Hall colleagues once dubbed him "Minister of Propaganda" under HARRISS, after a Jacksonville tv reporter did not notice the parking lot at Francis Field was nearly empty (where the $21 million Parking Garage was built).
FACT: City officials committed serious environmental crimes, were caught (by me, EPA and FDEP): they were angry then and they are still angry about it now. We, The People, wear their scorn as a badge of honor, while they view our questions with shame and horror.

The wicked won't take credit for their wickedness, as in this prime example. Hiding behind his secretary's skirts, Mr. Regan is not suited to hold the office of city manager. It all comes back to bite one in the ass some day. Looks like Mr. Regan's day is today.
