REJECTED: Sheriff DAVID SHOAR's $5.3 Million, Training Center

St. Johns County's Fiscal Year 2017 budget draft approved September 6, 2016 REJECTS controversial Sheriff DAVID SHOAR'S mysterious multimillion dollar proposed "training center."

I first questioned the need for the training center during the May 19-21, 2016 Budget hearing held by County Administrator MICHAEL DAVID WANCHICK.  SHOAR did not respond to my concerns.  No detailed justification, or justification of any kind accompanied SHOAR'S training center demand.

No justification whatever was ever presented for the $5.3 million, mostly for the training center, hidden in the Board of County Commissioners' budget, separate and apart from SHOAR's own $60 million budget.

Evidently, County Administrator WANCHICK, the Office of Management and Budget, and Commissioners agreed -- the item was cut yesterday, without defense by SHOAR.

Two tedious, tawdry, tainted SHOAR toadies on Commission -- developer-driven Commissioners soon-to-depart Commissioner PRISCILLA "RACHAEL" BENNETT (R-ST. AUGUSTINE BEACH/HUTSON COMPANIES) and maladroit Commissioner JOHN H. "JAY" MORRIS (R-PONTE VEDRA/RPM INTERNATIONAL) -- lacked the votes to inflict a tax increase.

Their three wise colleagues -- Vice Chair James Johns, Chairman Jeb Smith and William McClure -- held the line on sales tax increases, despite the frequent whiny recriminations emitted by BENNETT and MORRIS, in two-part harmony, ruing the day last year when the other three listened to We, the People and rejected a 16.66% increase in sales taxes to make up for taxes not being paid by SHOAR's developer contributors.

Thus, there was no way to pay for any of SHOAR's flubdubs, flummery, dupery and nincompoopery.

Especially those laws that enable and protect the citizen killing state Alcohol and Tobacco Drug Cartel that crooked cops lobby and work so hard to protect. A citizen killing drug cartel that is an integral part of the backbone of Saint Augustine's divisive tourist industry."
