The speculator was a no-show, sending an e-mail to Commissioners at 7:38 PM PM saying he wasn't coming.
In an abbreviated interview earlier today, speculator TIM O'SHAUNESSY claimed he had worked on "hundreds" of cellular telephone towers in parks, never responded to Open Records requests, never had an environmental study (he said he does those after towers are approved) and never provided an RF study to the Commission. I informed O'SHAUNNESSY, in haec verba, that he was "out of his cotton-picking mind" if he thought Commissioners would approve a cell phone tower in a park.
Victory was short and sweet. Everyone said, "I agree with the Mayor," including me.
Thank you Commissioners Samuels, O'Brien, George, Snodgrass and England, for once again acting with one voice, preserving and protecting what Henry Dean, former Executive Director of two Water Management districts called "our village."
Ironically, today's St. Augustine Record article (below) adopted the speculator's spin, calling the park "vacant land." Only a developer would call a park "vacant land." Tell Jenna Carpenter she needs to learn right from wrong and stop toadying to authority figures. Vacant land?
Here's the e-mail O'Shaunnesy wrote Commissioners:

Subject: Re: Request No. 2015-362: Environmental assessment for proposed St. Augustine Beach cellular telephone tower in our city-county park
I didn’t show up tonight because of an out of control lunatic in your town. I value my life and time to allow a very troubled person in my life. I didn’t see one person on the chain of emails to calm this person down and to actually (sic) educate what this was about tonight.
All this was about tonight was to see If the City had an interest in looking into this further. To collect more information to see if this was good for the City and the people of St. Augustine or bad. I still would had to bid against others. To find out if the value is worth it or not. If 100,000 plus one time payment was enough to purchase the rest of the property , another 100,000 to build a park and 2,000 a month to maintain a park was worth it.
That’s was this was only about tonight. It had nothing to do with type of tower, to approve the tower or anything else and the City Manager knew this and not once put a call into this individual to let him know. And by the way the environmental would have been fine. We’ve built thousands in parks and even in the Ocala National Forrest. But this was not being discussed tonight. Only if the City had an interest to look into this further.
I could go on further why I had to submit an go this route in the first place to have people are actually in charge make the decision on this.

Then the City must table this item. It should not be on agenda. Who put it there? Putting cart before the horse. It is so wrong -- it is our park. Please provide all documents relating to this developer demanding to put a cellular telephone tower in our park. Thank you.
