Playing Footsie With Developers

Without taking any notes, supposedly, the City St. Augustine Beach City Manager, City Attorney and City Planning Director met with a developer about possible giveaways of our Pier Park, a County Park. Apparently ditto for the County Administrator.
How quaint?

What was said.
Who said what to whom?
Let's hope there was at least one FBI undercover agent in the room.
