WHO DROPPED THE BALL? MUTUAL AID AGREEMENT EXPIRES -- LAW ENFORCEMENT NEGLIGENCE?



On January 2, 2017, the Combined Mutual Aid Agreement between the City of St. Augustine, City of St. Augustine Beach and St. Johns County and its Sheriff's Department expired.

So who dropped the ball?

Good evening:
1. Please send me copies of the notice given to City of St. Augustine, City of St. Augustine Beach and St. Johns County Commissioners that our Combined Mutual Aid Agreement expired January 2, 2017 (enclosed, see section VII). 
2. Please share all documents related to when oe whether renewal will be placed on the agenda of the three (3) Commissions for public discussion and debate, and whether any amendments to the agreement are desirable.
3. Who drooped the ball?  Please provide documents on the name, pay, title and job responsibilities of the person(s) at St. Johns County Sheriff's Office, St. Johns County Board of County Commissioners, City of St. Augustine Beach and City of St. Augustine responsible for observing when the document expired, notifying others and discussing whether or not to renew it.

4. What are the legal, contractual and insurance consequences of three (3) police agencies in a county of some 230,000 residents allowing their Combined Mutual Aid Agreement to expire, affecting departments with a total of some 777 law enforcement officers?  Please provide documents.
5. What instructions have been given to some 700 St. Johns County Sheriff's Deputies, some 60 St. Augustine Police officers and some 17 St. Augustine Beach Police Officers about the expiration of the Combined Mutual Aid Agreement?  Please provide documents.
6. Please send me any opinion letters, insurance concerns and all other pertinent documents tomorrow.7. Has any form of positive discipline or investigation been undertaken as a result of the expiration of the Combined Mutual Aid Agreement?  Please provide documents.Thank you.
