DARRYL LOCKLEAR FIRED: Assistant Administrator, WANCHICK's henchman fired, County delays providing documents

DARRYL LOCKLEAR was fired. Two Commissioners confirm that DARRYL LOCKLEAR, Assistant County Administrator was fired, as was Personnel Director Stacy Stanish.

Neither responded to my efforts to obtain comment.

County employees are withholding documents that I requested last week, unreasonably delaying compliance with my Open Records requests 2020-5.


Fired Assistant County Administrator DARRYL LOCKLEAR, longtime arachnid apparatchik to St. Johns County Administrator MICHAEL DAVID WANCHICK, who encumbered the position from 2007-2018, is in the second row, wearing glasses, looking smug, standing behind and between Commissioners Paul Waldron and Jeb Smith, next to fired County Administrator WANCHICK.

WANDARRL CHICK was a sexist misogynist bigot and bully.  Commencing in 2015, I  called publicly for his firing, repeatedly,  I am proud of Commissioners for firing him in 2018.




I wanted to write intelligently about the firing of DARRYL LOCKLEAR, Assistant County Administrator, so I requested the pertinent personnel documents.  None have been provided.  Pitiful.

As columnist Jack Anderson put it best, smug government PR agents like MICHAEL RYAN "cut off the news at its source."

Under the thumb of our new County Administrator Ad Interim and our longtime County Attorney, desuetude and delays on Open Records requests still violate our Right to Know.

County Attorney PATRICK FRANCIS McCORMACK needs to go out the door, too.

On November 1, 2011, LOCKLEAR, WANCHICK, McCORMACK and Assistant County Administrator JERRY CAMERON a/k/a "CONMAN" contrived to deprive St, Johns County Commission of any backup material on the St. Augustine National Historical Park and National Seashore, aiding and abetting Tea Party extremists who said it would be "treason" to support it, while calling my late friend and mentor Robin Nadeau, Judith Seraphin, other activists and me "Communists" and "Nazis" and comparing me to Hitler, Stalins and Goebbels.

LOCKLEAR and WANCHICIK have been fired.  Call it "karma."

Footnote: JERRY CAMERON said to me that the 5-0 vote that day meant there would "never" be County support of the National Park and Seashore.  This energumen is now the County Administrator in Flagler County.

Assistant County Administrator Darrell Locklear has resigned, and a replacement has been put in place by interim County Administrator Hunter Conrad.

Assistant County Administrator Darrell Locklear has resigned, and a replacement has been put in place by interim County Administrator Hunter Conrad.

According to St. Johns County administration spokesman Michael Ryan, Locklear has tendered his resignation, which is effective Feb. 1.

Conrad was established as the temporary replacement for former County Administrator Michael Wanchick, who was abruptly removed from his position during the Nov. 19 County Commission meeting. Conrad was installed as the interim administrator at a special meeting Dec. 9.

To fill Locklear’s position, Conrad named Brad Bradley to the role. He had previously served under Conrad at the clerk of court office as chief administrative officer/general counsel.

Assistant county administrators do not work under contract but as at-will employees like most other county employees. Only the county administrator and county attorney have contracts.

Ryan said Conrad has been meeting with department heads to discuss his strategies for leading the county in his tenure.

No grand shake-up has taken place at this point. Locklear’s assistant county administrator post and the director of personnel, Stacey Stanish, are the only major positions that have seen resignations since Wanchick’s departure. The other assistant county administrator, Joy Andrews, remains in her position.

″(Conrad) is here to improve the culture and transition the county from one administration to a permanent administrator,” Ryan said.

Commissioners are expected to address their strategy to find a permanent administrator at an upcoming Commission meeting. The next meeting is Jan. 21, but the agenda has not been finalized at this time.

Historic City News was informed that effective February 1, 2020, Assistant County Administrator Darrell Locklear has resigned; the second high-profile replacement in county management since the termination of former administrator, Michael Wanchick.

Since Wanchick’s abrupt removal during the November 19, 2019, county commission meeting, former County Clerk of Court and Comptroller, Hunter Conrad, has served as the interim administrator. Conrad was officially installed at a special meeting held December 9th.

No grand shake-up has been reported at this point. Locklear, who was hired in February 2000 and paid 170,289.68 annually, plus benefits, and the Director of Administrative Support Services, Stacey Stanish, who was hired in July 2006 and paid 127,436.54 annually, plus benefits, are the only major positions that have seen resignations since Wanchick’s departure.

The other Assistant County Administrator, Joy Andrews, who was hied in June 2006 and is paid 132,981.94 annually, plus benefits, remains in her position.

Locklear’s replacement will be Brad Bradley who previously served as chief administrative officer and general counsel under Conrad. In that position since July 2017, Bradley was paid 99,736.00 plus benefits.

Although Conrad had to resign his elected post as Clerk of Court to serve in what is essentially a temporary job, he has been meeting with department heads to discuss his strategies for leading the county during his tenure.

On the other hand, commissioners, who hire and fire the administrator, are expected to address their strategy to find a permanent administrator at an upcoming commission meeting. The next meeting is Tuesday January 21, but the agenda has not been finalized at this time.
