In secret, behind locked gates, the managers of the Nation's oldest (European-founded) City illegally dumped 40,000 cubic yards of contaminants in the Old City Reservoir, where people fished and swam for generations. Some county contracts had not been re-bid in 20 years

according to Commissioner TOM MANUEL, Chair of the St. Johns County Commission.

This is why the old guard fusses and fumes so much, and why it fights the Charter (even though the Charter stinks on ice and would accomplish none of the reform it claims).
