Did controversial St. Johns County, Florida Sheriff DAVID SHOAR show poor judgment in his choice of a Deputy to lead the Internal Affairs Division?
In 2008, St. Johns County Sheriff's Deputy Sgt. JAY LAWING, JR. was suspended for five days without pay for viewing adult female pornography on his workplace laptop. Deputy JAY LAWING is now a Lieutenant, manager of Internal Affairs for the St. Johns County Sheriff's Department. He has taught classes on crime prevention and internet security.
Deputy Sgt. JAY LAWING, JR. was disciplined July 7, 2008 for pornography and bad judgment by Sheriff DAVID SHOAR as a result of an internal affairs complaint by women co-workers who saw LAWING viewing the pornography.
SGT. LAWING's workplace laptop computer had some 120 images of naked women, some having sex, viewed from March 18 to June 11, 2008.
The Internal Affairs file does not reveal whether the computer system was compromised by computer viruses as a result of his viewing the 120 pornographic images found on the computer hard drive.
Sheriff DAVID SHOAR's hostile working environment is the subject of an upcoming workers compensation case trial involving former Sgt. Catherine Patrick, formerly known as Catherine Payne, who was the Sheriff's media liaison and suffered post traumatic stress disorder as a result of documented sexual harassment in the horribly hostile working environment created, encouraged and continued by Sheriff DAVID SHOAR, who legally changed his name from "HOAR" in 1994.
