What legal authority? Why not the Council on Aging? Is this a law enforcement function, or an effort by Sheriff DAVID BERNARD SHOAR to cadge votes for 2016? What do y'all reckon? In light of his serial recidivist violations of citizens' constitutional rights, I would not support his putting ankle bracelets on senior citizens any more than I would support his non-investigation of the Michelle O'Connell case.
