First 2016 St. Johns County election forum: pay to play?


The all-white St. Johns County Federation of Republican Women's Clubs is holding the very first 2016 election forum in St. Johns County, Florida. 
It's at January 18th, 6:30 PM at Davidson Realty Building at World Golf Village, 100 E. Town Place.  
That's on Rev. Dr. Martin Luther King, Jr. Day, a federal holiday.
Suggested $10 "donation." The first SJC election forum of 2016 and they want money? 
Why charge to attend an election forum?
Our Chamber of Commerce a/k/a "Chamberpot" does it already.
Seems tacky.  
Not just tacky, but embroiling candidates in possible crimes.
It is a first degree misdemeanor for any candidate or supporter to pay to speak at an election forum:

106.15 Certain acts prohibited.
(1) No person shall pay money or give anything of value for the privilege of speaking at a political meeting in the furtherance of his or her candidacy, nor shall anyone speaking for such a person pay money or give anything of value for such privilege.
…. 

(5) Any person violating the provisions of this section commits a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.
