The pitiful putative justification emitted by the City of St. Augustine is that it was "sole source" because they were "in a hurry."
Reminds me of the quote from Edward Alvord Ross about "criminaloid" personalities being in a "hurry," and eschewing ethics.

The criminality began long before these outrageously pricey contracts...
...like hijacking a once beneficial to all community center to re-purpose it as a customer marketing center that serves only a greedy Xtrevilist few in the tourist industry, an Xtrevilist few that have turned the city into just another state alcohol and tobacco drug cartel roadside joint!
