When will they ever learn?

In 2007, Robin Nadeau, Don Girvan and Mosquito Control Commissioners Jeanne Moeller, John Sundeman and I, et al., worked for nine months to halt an illegal no-bid helicopter purchase. It was an education for St. Johns County government officials. Or so we thought. Now we're told that because the City of St. Augustine was in a hurry, it spent $400,000 on no-bid hyper screens, finding them "sole source." Enough.
