"VERBALLY HALTED?" NO STOP WORK ORDER ISSUED FOR ILLEGAL CONSTRUCTION BY ST. AUGUSTINE BEACH MAYOR RICHARD BURTT O'BRIEN

Update on St. Augustine Beach Mayor RICHARD BURTT O'BRIENs building a home 2.9 feet outside the required fifteen foot setbacks in his conditional use permit: I asked for a stop work order on May 28, 2017.  One still has not been issued.  Some City staff are nasty, brutish and short.

Wonder why?

A. Utterly incoherent.  The City of St. Augustine Beach's latest e-mail (below) is utterly incoherent.  The City's rudely refusing to answer pertinent citizen journalist questions appears unkind, uncouth, gauche, louche and unAmerican.  It is deeply offensive.
B. Please, Messrs. Wilson, Royle and Larson, kindly answer my questions and concerns:
1. Please provide any documents on the failure to issue a stop work order.
2. What does "verbally halted" mean?  Is "verbally halted" a concept ever  discussed or provided by St. Augustine Beach City Code?  
3. Please provide documents on any prior "verbally halted" work by anyone else, including but not limited to Mayor RICHARD BURTT O'BRIEN.
4. Work continued after it was known to be violation of setback provision in conditional use permit, correct?
5. Violation of a conditional use permit term is a City of St. Augustine Beach City Code violation, correct?  See St. Augustine Beach City Code, 10.03.01(F); 12.10.02.
6. Please refer this matter to the City of St. Augustine Beach Code Enforcement Board on several residents' complaints.
C. Continued contumacy by City of St. Augustine Beach officials may be viewed by prosecutors as part of a continuing coverup under Florida and federal criminal law.  Ms. Raddatz: "Following orders" is not an affirmative defense to either crimes or torts.    Please reject Mr. Royle's illegal orders and start providing information more promptly, as the law requires, without fear or favor of Mr. Royle or Mayor O'Brien.
D.  James Madison wrote in 1822: "A popular Government, without popular information, or the means of acquiring it, is but a Prologue to a Farce or a Tragedy; or, perhaps both. Knowledge will forever govern ignorance: And a people who mean to be their own Governors, must arm themselves with the power which knowledge gives."
E. This is our country, and your respect for our rights is urgently required, from this moment forward.

After a reasonable review, the City has found no records responsive to your request. 

Additionally, under Florida law, the City of St. Augustine Beach is not required to give out information from records (Attorney General Opinion 80-57), nor is it required to answer questions regarding records (Attorney General Opinion 92-38).  Therefore, the City does not respond to questions about records that are included in public records requests.
