PROPOSED INFLATION REDUCTION ACT, SEC 40001, INVESTING IN COASTAL COMMUNITIES AND CLIMATE RESILIENCE

TITLE IV—COMMITTEE ON COM- MERCE, SCIENCE, AND TRANSPORTATION

SEC. 40001. INVESTING IN COASTAL COMMUNITIES AND CLIMATE RESILIENCE.

(a) IGENERAL.—In addition to amounts otherwise available, there is appropriated to the National Oceanic and Atmospheric Administration for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $2,600,000,000, to remain available until September 30,

  1. 1  2026, to provide funding through direct expenditure, con-

  2. 2  tracts, grants, cooperative agreements, or technical assist-

  3. 3  ance to coastal states (as defined in paragraph (4) of sec-

  4. 4  tion 304 of the Coastal Zone Management Act of 1972

  5. 5  (16 U.S.C. 1453(4))), the District of Columbia, Tribal

  6. 6  Governments, nonprofit organizations, local governments,

  7. 7  and institutions of higher education (as defined in sub-

  8. 8  section (a) of section 101 of the Higher Education Act

  9. 9  of 1965 (20 U.S.C. 1001(a))), for the conservation, res-

  10. 10  toration, and protection of coastal and marine habitats,

  11. 11  resources, Pacific salmon and other marine fisheries, to

  12. 12  enable coastal communities to prepare for extreme storms

  13. 13  and other changing climate conditions, and for projects

  14. 14  that support natural resources that sustain coastal and

  15. 15  marine resource dependent communities, marine fishery

  16. 16  and marine mammal stock assessments, and for related

  17. 17  administrative expenses.

  18. 18  (b) TRIBAL GOVERNMENT DEFINED.—In this sec-

  19. 19  tion, the term ‘‘Tribal Government’’ means the recognized

  20. 20  governing body of any Indian or Alaska Native tribe,

  21. 21  band, nation, pueblo, village, community, component band,

  22. 22  or component reservation, individually identified (includ-

  23. 23  ing parenthetically) in the list published most recently as

  24. 24  of the date of enactment of this subsection pursuant to
